CHỈ THỊ

VỀ VIỆC TĂNG CƯỜNG QUẢN LÝ VIỆC SỬ DỤNG THUỐC KHÁNG SINH, HOÁ CHẤT TRONG SẢN XUẤT KINH DOANH THỰC PHẨM CÓ NGUỒN GỐC ĐỘNG VẬT

Thời gian qua, sản xuất nông nghiệp và thuỷ sản đã có nhiều cố gắng trong việc thực hiện các chương trình đảm bảo chất lượng và vệ sinh an toàn thực phẩm, kiểm soát dư lượng các loại hoá chất, thuốc kháng sinh trong sản phẩm thuỷ sản và nông sản, đặc biệt đối với sản phẩm xuất khẩu. Tuy nhiên, việc sử dụng các loại hoá chất, thuốc kháng sinh và các chế phẩm sinh học chưa tuân thủ đầy đủ các quy định chuyên ngành trong sản xuất, bảo quản, sơ chế và chế biến sản phẩm. Gần đây đã có một số lô hàng xuất khẩu bị phát hiện có dư lượng Chloramphenicol, thuốc trừ sâu... phải tiêu huỷ, gây thiệt hại về kinh tế và làm ảnh hưởng tới uy tín hàng thuỷ sản, nông sản Việt Nam trên thị trường quốc tế.

Để đảm bảo chất lượng và vệ sinh an toàn thực phẩm có nguồn gốc động vật, bảo vệ sức khoẻ của người tiêu dùng và giữ vững uy tín sản phẩm xuất khẩu của ta trên thị trường quốc tế, Thủ tướng Chính phủ chỉ thị Bộ trưởng các Bộ: thuỷ sản, Nông nghiệp và phát triển nông thôn, Y tế, các Bộ, ngành liên quan và Chủ tịch Uỷ ban nhân dân các tỉnh, thành phố trực thuộc Trung ương triển khai thực hiện ngay một số công việc sau đây:

1- Nghiêm cấm sử dụng các loại thuốc kháng sinh và các loại hoá chất có tên trong danh mục cấm sử dụng do Bộ Thuỷ sản, Bộ Nông nghiệp và phát triển nông thôn quy định (đặc biệt là Chloramphenicol) trong các khâu sản xuất con giống, sản xuất thức ăn cho gia súc và thuỷ sản, sản xuất thuốc thú y, thuốc bảo vệ thực vật, chăm sóc, nuôi trồng, bảo quản, sơ chế, chế biến và vận chuyển tiêu thụ sản phẩm.

2- Các tổ chức, cá nhân sản xuất kinh doanh các loại thuốc thú y, thức ăn cho gia súc và thuỷ sản, thuốc bảo vệ thực vật, hoá chất , chế phẩm sinh học dùng cho sản xuất thuỷ sản và nông nghiệp phải thực hiện việc công bố chất lượng sản phẩm, phải chịu trách nhiệm về chất lượng sản phẩm của mình và ghi nhãn hàng hoá theo quy định của pháp luật; trên nhãn của sản phẩm phải ghi rõ không có chất Chloramphenicol và các loại hoá chất, thuốc kháng sinh cấm sử dụng khác.

3- Bộ Thuỷ sản, Bộ Nông nghiệp và phát triển nông thôn chủ trì, phối hợp với các Bộ: Khoa học, Công nghệ và Môi trường, Y tế, các cơ quan liên quan nhanh chóng rà soát để bổ sung, sửa đổi các quy định, quy trình sử dụng, tiêu chuẩn kỹ thuật , các biện pháp để kiểm soát chặt chẽ chất lượng sản phẩm, giảm dư lượng các loại hoá chất độc hại phù hợp với tiêu chuẩn quốc tế; tăng cường sự phối hợp với các địa phương trong công tác quy hoạch và công bố các vùng sản xuất nguyên liệu an toàn; hướng dẫn và kiểm tra các cơ sở sản xuất kinh doanh về điều kiện đảm bảo vệ sinh an toàn thực phẩm. Đặc biệt hướng dẫn nông dân, ngư dân không sử dụng các chế phẩm có chứa Chloramphenicol và các hoá chất độc hại, đồng thời xây dựng các vùng nuôi an toàn, trang trại sản xuất sạch để đảm bảo chất lượng và vệ sinh an toàn thực phẩm thuỷ sản, nông sản.

4- Bộ Ngoại giao chủ trì, phối hợp với Bộ thương mại, Bộ Kế hoạch và Đầu tư và các Bộ, ngành liên quan vận động các cơ quan của EC và các nước thành viên EU giúp đỡ, hỗ trợ Việt Nam nâng cao năng lực kiểm soát chất lượng thực phẩm đồng thời kiên quyết đấu tranh để EC thực hiện đúng những cam kết hai bên đã thoả thuận trong thương mại.

5- Chủ tịch Uỷ ban nhân dân các tỉnh, thành phố trực thuộc Trung ương chỉ đạo các cơ quan chức năng của địa phương tổ chức tuyên truyền rộng rãi Chỉ thị này và các văn bản pháp luật có liên quan; trực tiếp chỉ đạo xây dựng các vùng nuôi an toàn, trang trại sản xuất sạch; tăng cường kiểm tra và xử lý nghiêm các cơ sở sản xuất và buôn bán các loại sản phẩm dịch vụ cho sản xuất nông nghiệp và thuỷ sản vi phạm theo quy định của pháp luật về điều kiện sản xuất kinh doanh, đảm bảo vệ sinh an toàn thực phẩm và ghi nhãn hàng hoá.

6- Bộ Kế hoạch và Đầu tư, Bộ Tài chính phối hợp với các Bộ: Thuỷ sản, Nông nghiệp và phát triển nông thôn, các địa phương để có kế hoạch bố trí ngân sách đảm bảo kinh phí cho các hoạt động kiểm soát an toàn vệ sinh thực phẩm, bao gồm cả việc nâng cấp cơ sở và thiết bị kiểm nghiệm, đào tạo cán bộ: các Bộ, ngành liên quan trong phạm vi chức năng nhiệm vụ của mình, có trách nhiệm phối hợp với Bộ Thuỷ sản, Bộ Nông nghiệp và phát triển nông thôn để chỉ đạo các đơn vị trong ngành thực hiện tốt Chỉ thị này.

DIRECTIVE

ON ENHANCING THE MANAGEMENT OVER THE USE OF ANTIBIOTICS AND CHEMICALS IN THE PRODUCTION AND TRADING OF FOODSTUFFS WITH ANIMAL ORIGINS

In the recent past, the agricultural and fishery sectors have made great efforts in implementing various programs to ensure food quality, hygiene and safety, control the residues of chemicals and antibiotics in aquatic and agricultural products, especially export products. However, the use of assorted chemicals, antibiotics and bio-preparations still fails to fully comply with specialized regulations on the production, preservation, preliminary processing and processing of products. Recently, a number of export goods lots have been detected to contain residues of chloramphenicol, insecticide,.. subject to destruction, thus causing economic damage and badly affecting the prestige of Vietnam’s aquatic and agricultural products on international market.

In order to ensure the quality, hygiene and safety of foodstuffs with animal origin, protect the consumers health and maintain our exports prestige on international market, the Prime Minister instructs the Ministers of Aquatic Resources; Agriculture and Rural Development; Health, concerned ministers and branches heads, and the presidents of the provincial/municipal People’s Committees to immediately carry out the following:

1. To strictly prohibit the use of antibiotics and chemicals (especially chloramphenicol), which are on the list of those banned from use under the stipulations of the Ministry of Aquatic Resources and the Ministry of Agriculture and Rural Development, in the production of breeds, feeds for livestock and aquatic animals, veterinary drugs and plant protection drugs, as well as in the tending, rearing, preservation, preliminary processing, processing, transportation and consumption of products.

2. Organizations and individuals engaged in the production of and/or trading in veterinary drugs, feeds for livestock and/or aquatic animals, plant protection drugs, chemicals and bio-preparations used for aquacultural and agricultural production shall have to publicize the product quality, bear responsibility for the quality of their products and label goods as prescribed by law; the products labels must be clearly inscribed that such products are free from chloramphenicol and other banned chemicals and antibiotics.

3. The Ministry of Aquatic Resources and the Ministry of Agriculture and Rural Development shall assume the prime responsibility and coordinate with the Ministry of Science, Technology and Environment, the Ministry of Health and concerned agencies in quickly revising for supplementation and amendment the regulations, use procedures, technical norms and measures applied to closely control the product quality and reduce the residues of toxic chemicals so as to suit international standards; enhance the coordination with localities in the work of planning and announcing safe raw material-production zones; guide and inspect production and/or business establishments regarding the conditions to ensure food hygiene and safety. Particularly, to guide farmers and fishermen not to use preparations containing chloramphenicol and other toxic chemicals and, at the same time, to build up safe rearing zones and clean production farms so as to ensure the quality, hygiene and safety of agricultural and aquatic foodstuffs.

4. The Ministry for Foreign Affairs shall assume the prime responsibility and coordinate with the Ministry of Trade, the Ministry of Planning and Investment and concerned ministries and branches in mobilizing EC agencies and EU member countries to help and support Vietnam in raising its capacity of controlling food quality and, at the same time, resolutely fight for EC to strictly comply with commercial commitments agreed upon by the two parties.

6. The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with the Ministry of Aquatic Resources, the Ministry of Agriculture and Rural Development and localities in working out budget allocation plans, so as to ensure funding for activities of controlling food safety and hygiene, including the upgrading of inspecting establishments and equipment and personnel training; the concerned ministries and branches shall, within the scope of their respective functions and tasks, have to coordinate with the Ministry of Aquatic Resources and the Ministry of Agriculture and Rural Development in directing their units to well implement this Directive.
