CIRCULAR
PROMULGATING THE TRAINING PROGRAM FOR THE PROFESSION OF
NATIONAL OCCUPATIONAL SKILL ASSESSMENT
Pursuant to the Law on
Employment dated November 16, 2013;
Pursuant to Decree No.
14/2017/ND-CP dated February 17, 2017 of the Government on functions, duties,
entitlements, and organizational structure of the Ministry of Labor – War
Invalids and Social Affairs of Vietnam;
Pursuant to Decree No.
31/2015/ND-CP dated March 24, 2015 of the Government of Vietnam elaborating on
the implementation of a number of Articles of the Law on Employment regarding
assessment and issuance of certificates of national occupational skills;
Pursuant to Decree No.
140/2018/ND-CP dated October 8, 2018 of the Government of Vietnam on amendments
to Decrees related to requirements for investment and business and
administrative procedures subject to the state management scope of the Ministry
of Labor - War Invalids and Social Affairs of Vietnam;
At the request of the
General Director of the Directorate of Vocational Education;
The Minister of Labor
- War Invalids and Social Affairs hereby promulgates the Circular on the
promulgation of the Training Program for the profession of national occupational
skill assessment.

Article 2. Entry into force
1. This Circular comes
into force as of October 21, 2022.
2. If documents cited in
this Circular are amended, comply with their new editions.
Article 3. Implementation responsibilities
Ministries, ministerial
agencies, governmental agencies, People’s Committees of provinces and centrally
affiliated cities, the Director of the Directorate of Vocational Education,
organizations that assess and issue certificates of national occupational
skills, and relevant organizations and individuals shall implement this
Circular./.

FOR THE PROFESSION OF NATIONAL OCCUPATIONAL SKILL
ASSESSMENT
(Promulgated together with Circular No. 16/2022/TT-BLDTBXH dated September
6, 2022 of the Ministry of Labor - War Invalids and Social Affairs of Vietnam)
A. TRAINING OBJECTIVES
1. General objectives
To equip learners with
legal knowledge about the national occupational skill assessment system, the
profession of national occupational skill assessment, and other relevant
knowledge to conduct the assessment and recognition of the national
occupational skill assessment qualification of workers according to the
standard of national occupational skills.
2. Specific objectives
After participating in
the training course, learners will be able to:
- Understand legal bases
and main features of the system of assessment and issuance of certificates of
national occupational skills; access international standards of assessment and
recognition of occupational skills in ASEAN and international areas to provide
explanations and counseling for enterprises and workers participating in the
period of national occupational skill assessment;
- Understand and utilize
principles, requirements, methods, tools, and assessment processes according to
their practicing qualifications for appropriate application to their fields of
work;
- Utilize the system of
methods of organizing the assessment and issuing certificates of national
occupational skills to workers: measures to assign tasks; standards of work
implementation; measures to conduct the assessment of knowledge exams and
practical exams; principles and methods of marking practical exams to ensure
accuracy, independence, objectivity, fairness, and transparency in organizing
the assessment and issuance of certificates of national occupational skills.

1. Persons participating
in the training course for the consideration for the issuance of national
occupational skill assessor cards according to each level of occupational
qualification are persons satisfying regulations prescribed in Clause 1 Article
11 of Decree No. 31/2015/ND-CP dated March 24, 2015 of the Government of
Vietnam elaborating on a number of Articles of the Law on Employment regarding
assessment and issuance of certificates of national occupational skills.
2. Persons participating
in the training course for the participation in professional activities of
national occupational skill assessment recommended by the occupational skill
assessment organization are teachers in training facilities, vocational
education facilities or specialists, technical officers in enterprises or
artisans, and other relevant individuals.
C. TRAINING TIME AND
TIME UNIT IN THE PROGRAM
1. Time: 50 standard
hours (theory: 18,5 hours, practice and discussion: 26,5 hours, and exam: 5
hours).
2. The time unit of
learning hours: one hour of theory class is 45 minutes one hour of practical
class is 60 minutes. A school day does not exceed 8 hours.
D. CONTENTS OF THE
TRAINING PROGRAM
The program will focus on
training in the profession of national occupational skill assessment,
including:
1. Professional
preparation for the implementation of a period of national occupational skill
assessment according to the scale, subjects, and relevant requirements;
2. Professional
implementation of the assessment and marking of knowledge exams and practical
exams in the period of national occupational skill assessment;

1. Implementation
Competent agencies shall,
based on the Training Program for the profession of national occupational skill
assessment promulgated together with this Circular, develop training documents
and plans for the implementation of training courses for the issuance of
assessor cards according to Decree No. 31/2015/ND-CP dated March 24, 2015 of
the Government of Vietnam elaborating on the implementation of a number of
Articles of the Law on Employment regarding assessment and issuance of
certificates of national occupational skills.
Contents in the training
program are designed and developed to be organized via direct forms to achieve
quality-assured and effective skills and capacity according to requirements.
However, in certain cases, based on the actual condition, it is possible to
flexibly organize training via the direct form combined with the online form or
via the online form according to each content and part of the training program
to ensure feasibility to meet training objectives.
2. Conditions for
management and teaching via direct forms
The conditions for
management and teaching via direct forms shall satisfy mandatory requirements
prescribed in the topics of the Program.
3. Conditions for
management and teaching via online forms
Information technology
infrastructure serving the management and organization of online teaching
shall:
a) Ensure the requirement
for Internet connection, connection equipment, computers, and terminal
equipment with the appropriate configuration; ensure that lecturers and
learners can access and implement teaching, examination, and assessment
activities via online forms according to regulations of the topics of the
Program.
b) Adopt measures to
ensure information safety and issue regulations on data and personal
information confidentiality according to regulations when organizing online
teaching.
