DECISION
ESTABLISHMENT OF NATIONAL STEERING COMMITTEE FOR POWER
DEVELOPMENT
THE PRIME MINISTER
Pursuant to the Law on
Government Organization dated June 19, 2015;
Pursuant to the Law on
Electricity dated December 03, 12 and the Law on amendments to some Articles of
the Law on Electricity dated November 20, 2012;
Pursuant to the Prime
Minister's Decision No. 34/2007/QD-TTg dated March 12, 2007 on promulgation of
the Regulation on establishment, organizational structure and operation of
inter-agency collaboration organization;
In consideration of
the request of the Minister of Industry and Trade,
HEREBY DECIDES:

1. Head of the Committee:
the Prime Minister Trinh Dinh Dung.
2. Standing deputy head
of the Committee: the Minister of Industry and Trade.
3. Deputy heads of the
Committee: the Deputy Minister of the Ministry of Industry and Trade and the
Deputy Minister of the Ministry of Construction.
4. Members, including:
a) a Deputy Minister or
an equivalent title of the following Ministries and agencies:
- The Ministry of
Planning and Investment;
- The Ministry of
Finance;
- The Ministry of Natural
Resources and Environment;
- The Ministry of
Agriculture and Rural Development;

- The State Bank of
Vietnam;
- The Office of the
Government.
b) A Deputy Chairperson
of the National Assembly’s Committee for Science, Technology and Environment
invited to join the Steering Committee.
c) The President of Board
of Members of:
- Vietnam Electricity;
- Vietnam Oil and Gas
Group;
- Vietnam National Coal -
Mineral Industries Holding Corporation Limited.
Heads of the
aforementioned Ministries and agencies shall appoint officials to join the
Steering Committee and ensure effective performance of appointed officials, and
shall submit a list of appointed officials to the Ministry of Industry and
Trade within 15 days from the effective date of this Decision.
According to current
situation, the head of the Steering Committee shall invite officials of some
agencies (Committees of the National Assembly, ministries and local
authorities) to act as members of the Steering Committee or request officials
of ministries and local authorities to attend meetings and report important
issues at the request of the Minister of Industry and Trade.

1. Tasks:
a) Direct, inspect and
expedite the construction of power supply works and electrical grids specified
in the National Power Development Planning approved by the Prime Minister,
especially key projects (approved by the Prime Minister according to the
proposal submitted by the Ministry of Industry and Trade) to ensure sufficient
supply of power for national socio - economic development.
b) Direct, inspect and
expedite the implementation of policies on inter-country electricity trading
and renewable energy development.
c) Direct, inspect and
expedite the construction of infrastructure for importing coal and LNG,
negotiation and signature of contracts for import of coal and LNG for power
supply projects.
d) Direct ministries and
People’s Committees of provinces concerned to cooperate with investors,
domestic and foreign consultancies and contractors in performing tasks to
ensure the progress and quality of works.
dd) Direct and cooperate
with relevant departments and local authorities in resolving difficulties in
provision of compensation and assistance, emigration, relocation and land
clearance upon execution of power projects.
2. Entitlements:
a) Authorized by the
Prime Minister, decide on policies and handle issues within the power of the
Prime Minister during the execution of power projects, especially key ones;
handle inter-agency issues concerning projects.
b) Submit periodic and ad
hoc reports on construction and quality of electricity works specified in the
national power development planning, especially key power projects; propose
solutions to the Prime Minister so that issues that are beyond power are
considered.

Article 3. Regulation and organizational structure
1. The Steering Committee
shall operate according to the regulation promulgated by its head.
2. The head, deputy heads
and members of the Steering Committee shall work part time.
3. The Office of the
Steering Committee located at the Ministry of Industry and Trade shall assist
the Steering Committee.
Deputy heads and Minister
of Industry and Trade shall decide on the establishment, tasks and payroll of
the Office of the Steering Committee.
4. The Steering Committee
is entitled to invite domestic and foreign experts when necessary.
Article 4. Operating
funding
1. The Steering Committee
and the Office of the Steering Committee are provided with funding and other
necessary assistance from the state budget so that they operate in an effective
manner.
2. The Ministry of
Industry and Trade shall make an annual estimate of funding for operation of
the Steering Committee. The Steering Committee shall use such funding for the
right purposes and in compliance with applicable financial regulations.

Article 6. The head of the Steering Committee, Ministers, heads of
Governmental agencies, heads of Governmental agencies, Presidents of People’s
Committees of provinces and central-affiliated cities, members of the Steering
Committee and relevant units are responsible for the implementation of this
Decision./.
