According to the Circular, amendments to construction norms promulgated in Circular No. 12/2021/TT-BXD are as follows:
- Construction estimate norms;
- Technology machinery and equipment installation estimate norms;
- Construction repair and maintenance estimate norms;
- Construction material use norms;
- Construction project management and counseling cost norms.

The transitional application of amended construction norms promulgated in Circular No. 09/2024/TT-BXD shall comply with Clause 8 Article 44 of Decree No. 10/2021/ND-CP as follows:
Update of construction investment according to construction norms, construction prices, methods of determining construction prices issued by competent agencies and coming into effect according to Decree No. 10/2021/ND-CP shall be implemented as follows:
- Total construction investment that has been approved or appraised does not require other instances of appraisal or approval. Investors shall determine construction estimates according to construction norms, construction prices, methods of determining construction investment issued, publicized as per the law;
- Construction estimates that have been approved or appraised do not require other instances of appraisal or approval;
- Packages that have not issued bidding documents or requests for proposals before the date on which construction norms, construction prices, and methods of determining construction investment are issued and coming into effect: investors shall update package estimates to determine package values under approved plans for contractor selection to serve as the basis for selecting contractors under bidding laws;
- For packages that have issued bidding documents or requests for proposals but have not closed the bidding, investors shall consider and decide on the update of package estimates to determine package values to serve as the basis for contractor selection under bidding laws. In case the bid is closed: Comply with bidding documents, requests for proposals, bids, or proposals; updates on prices of packages are not required;
- If necessary, investment deciders or investors shall decide on another instance of update, appraisal, or approval of total construction investment under Point a Clause 8 Article 44 of Decree No. 10/2021/ND-CP ; construction estimates under Point b Clause 8 Article 44 of Decree No. 10/2021/ND-CP within their jurisdiction;
- In case another instance of update, determination of total construction investment, construction estimates, contract package value under Points c, d, and dd Clause 8 Article 44 of Decree No. 10/2021/ND-CP exceeds approved total construction investment and/or construction estimates, appraisal and approval of revised total construction investment, revised construction estimates shall be implemented as per the law.
