According to the Decision, the 3 new administrative procedures in transport under the management of the Ministry of Transport of Vietnam include:
- Procedure for licensing the transport of dangerous goods.
- Procedure for adjusting information indicated on licenses to transport dangerous goods upon any change concerning the contents of such licenses.
- Procedure for re-issuance of licenses to transport dangerous goods due to loss or damage.
Procedure for licensing the transport of dangerous goods
* Application submission:
Carriers shall submit applications to licensing authorities, specifically:
- The Ministry of Public Security of Vietnam issues licenses to transport dangerous goods of classes 1, 2, 3, 4, and 9 as per regulation (except for crop protection chemicals and organizations and enterprises managed by the Ministry of National Defense of Vietnam).
- The Ministry of National Defense of Vietnam issues licenses to transport dangerous goods to organizations and enterprises under its management.
- The Ministry of Science and Technology of Vietnam issues licenses to transport dangerous goods of classes 5 and 8 as per regulation.
- People’s Committees of provinces and centrally affiliated cities issue licenses to transport dangerous goods that are crop protection chemicals.
* Settlement:
- If the application is submitted in person: The competent administrative authority shall verify the application's composition and immediately reply to the applicant; if the application is inadequate or has deficiencies, provide guidelines on the completion of the application as per regulation.
If the application is submitted by post or via the online public service system: Within 1 working day from the date of receipt of the application, the competent administrative authority shall verify the application’s adequacy and notify any necessary change or amendment to the application to the applicant in writing or via the online public service system while providing guidelines on the completion of the application as per regulation.
Licenses to transport dangerous goods of class 7 shall be issued in compliance with regulations of Decrees on radiation work and auxiliary atomic energy application services;
- Within 5 working days from the date of receipt of the adequate application, the licensing authority shall appraise the application and issue the license to transport dangerous goods. If the application is rejected, the licensing authority shall answer and explain to the applicant in writing or via the online public service system.
