According to the Decree, procedures for the issuance of licenses to transport dangerous goods are as follows:
- The carrier shall submit an application for the issuance of the transport license following Clauses 1, 2, and 3 Article 18 of Decree No. 34/2024/ND-CP to the licensing authority.
+ If the application is submitted in person, the competent administrative authority shall verify the application's composition and immediately reply to the applicant; if the application is inadequate or has deficiencies, provide guidelines on the completion of the application as per regulation.
+ If the application is submitted by post or via the online public service system, within 1 working day from the date of receipt of the application, the competent administrative authority shall verify the application’s adequacy and notify any necessary change or amendment to the application to the applicant in writing or via the online public service system while providing guidelines on the completion of the application as per regulation.
+ Transport licenses for dangerous goods of class 7 shall be issued in compliance with regulations of Decrees on radiation work and auxiliary atomic energy application services;
- Within 5 working days from the date of receipt of the adequate application, the licensing authority shall appraise the application and issue the transport license.
If the application is rejected, the licensing authority shall answer and explain to the applicant in writing or via the online public service system.
