According to the Official Dispatch, applications for lump-sum social insurance benefits for cases of fatal diseases have been elaborated in Paragraph a4 Point 1.2.3 Clause 1 Article 6 of Decision No. 166/QD-BHXH. However, regulations on such applications are adjusted as follows:
- In the case where a person contracts a fatal disease such as cancer, polio, ascites, leprosy, severe tuberculosis, or an HIV-positive person has developed AIDS:
The application includes an original or legitimate copy of the hospital discharge paper or a summary of the medical record prescribing the disease mentioned above.
- In case of contracting other diseases eligible for lump-sum social insurance benefits, the application includes a medical assessment record affirming that:
The patient has contracted a disease with a labor capacity reduction rate of at least 81% and is incapable of self-control or performing daily life activities without the complete monitoring, support, and care of another person.
