According to this document, the following persons will be considered as eligible applicants for entry to Vietnam, including:
- Foreigners who are experts, investors, business managers, high-tech workers (hereinafter referred to as experts) and their relatives (e.g. parents, spouses, children);
- Foreigners who enter in Vietnam for diplomatic or official purposes and their relatives (e.g. parents, spouses, children);
- Foreign students studying in Vietnam;
- Vietnamese citizens: businessmen; intellects; students; elderly persons; persons visiting relatives or tourists whose visas are expired; workers whose employment contracts are expired; persons who are stranded abroad after their study is expired; persons going abroad for medical purposes; persons whose visas are expired;
- Persons applying for entry for humanitarian grounds and in other special cases.
