According to this Circular, the subject of the national technical regulation No. QCVN 109:2021/BGTVT will include:
- Automobile production and assembly establishments or organizations and individuals importing cars.
- Agencies, organizations and individuals involved in the testing and inspection for certification of technical quality, safety and environmental protection for automobiles.
Automobiles covered by this Regulation include those with at least four wheels, are classified into low-reference-mass and high-reference-mass ones defined in 4.1 and 4.2 of Article 4 of Part I in the Regulation.
Notes: This Regulation is not applied to the following automobiles:
- Automobiles that are designed and manufactured for all types of terrain and roads that are not part of the road traffic system.
- Electric automobiles (using electricity as their propulsion).
Circular No. 06/2021/TT-BGTVT is entering into force as of January 1, 2022.
