Customs formalities for import of wastes used as production materials are now in use

This is mentioned in the Official Dispatch No. 2188/TCHQ-GSQL regarding promotion of solutions to managing and preventing import of wastes and controlling smuggling and trade fraud upon import of wastes.

According to this document, customs formalities for implementation of procedures for import of wastes used as production materials are comprised of the followings:

- Sales invoice: 01 photocopy;

- Seaway bill: 01 photocopy;

- Certificate of security collateral for import of wastes: 01 certified duplicate copy;

- Trust agreement (in case of entrusted import): 01 photocopy;

- Results of testing and analysis of quality of imported wastes, produced by testing organizations appointed by the Ministry of Natural Resources and Environment: 01 original copy (submitted after receipt of such results from testing organizations for customs clearance purposes).

Customs declarants are responsible for providing information available on electronic customs declaration forms and sending customs documentation required by customs authorities through e-customs data processing system.

Submission venues:  Customs Sub-departments at Import Checkpoints or Customs Sub-departments at the places where plants or manufacturing facilities are located, as provided in clause 2 of Article 2 in the Decision No. 15/2017/QD-TTg dated May 12, 2017.

The Official Dispatch No. 2188/TCHQ-GSQL is promulgated on April 16, 2019.
