Pursuant to the Decision, procedures for awarding licenses to provide employment services to employment agencies (provincial-level administrative procedures) are regulated as follows:
- Documentation requirements:
+ Application form for grant of licenses, submitted by employment agencies;
+ Copy of the certification of provision of security deposit;
+ Written documents evidencing conformance to location regulations.
- Application processing duration: Not more than 7 working days of receipt of legitimate application documents (15 working days prescribed in preexisting regulations).
- Submission address: People’s Committees of provinces and centrally-affiliated cities or Departments of Labor, War Invalids and Social Affairs obtaining authorization from People’s Committees of provinces and centrally-affiliated cities.
In addition, this Decision specifies application procedures, documentation requirements and application processing duration for issuance and renewal of employment agencies’ licenses for employment service provision.
Amendments to these administrative procedures are regulated by the Decree No. 140/2018/ND-CP dated October 8, 2018.
The Decision No. 1685/QD-LDTBXH has entered into force since the signature date.
