1. Guidelines for handling accidents provided for owners of transport works
This is a remarkable content of Circular No.37/2018/TT-BGTVT which provides for management, operation, use and maintenance of road works.
According to the Circular, where the traffic accident occurs, the owner or manager of road works, road work management and maintenance contractor, organization and individual involved in management, use and maintenance of road works must:
- protect the accident scene and help the victim;
- notify such accident to the nearest public security agency, medical facility or People’s Committee and protect properties of the victim;
- provide accurate accident information as required by competent authorities;
- timely notify the accident and damage of road works caused by such accident (if any) to the traffic police in the nearest area and road management agency;
- instruct the road traffic to get through such accident or avoid such accident by taking another route if the road works get damaged leading to safety hazard for use.
Circular No.37/2018/TT-BGTVT comes into force from July 24, 2018.
2. Revenues of state budget from taxes and charges equal to 21% of GDP in 2019
This is the objective specified in Circular No.54/2018/TT-BTC which provides guidelines for making state budget estimates of 2019 and 3-year financial plans (2019-2021)
According to the Circular, the Ministry of Finance suggests some momentous methods for making state budget estimates of 2019, including:
- Striving to earn revenues from taxes and charges equal to 21% of GDP in 2019
- Making domestic revenue estimate of 2019 increase by at least 12% to 14% compared to that in 2018
This estimate shall not include revenues from crude oil, land use levy, lottery, sale of state capital contributed to enterprises, dividend and profits after-tax.
- Making estimate of revenue from import and export of 2019 increase by at least 4% to 6% compared to that in 2018
Circular 54 comes into force from July 23, 2018.
3. Conditions for commending judicial female managers and leaders
Circular No.05/2018/TT-BTP which provides guidelines for emulation and commendation in judicial sector comes into force from July 21, 2018.
According to the Circular, commendation principles may be amended as follows:
- Female leaders and managers may be commended if they have served with contributions for two-thirds of the time specified in the general provisions.
If the retirement age is raised, the time for serving with contributions to be commended is the one specified in the general provisions.
- The superior authority is recommended to suspend the commendation or commend groups or individuals that
+ are being considered whether to face discipline by competent authorities;
+ are under investigation and inspection as showing signs of violations or having complaint or denunciation letters which are being processed.
4. Promulgating national technical regulation QCVN No.14:2018/BKHCN
Circular No.06/2018/TT-BKHCN specifies national technical regulation QCVN No.14:2018/BKHCN on oil used in 4-stroke and 2-stroke internal combustion engines.
This regulation shall be applied to production, blend and import of oil used in internal combustion engines from December 15, 2018.
However, the oil produced, blended or imported that is put on the market before December 15, 2018 may be used until the end of June 15, 2020.
Circular 06/2018/TT-BKHCN comes into force from July 30, 2018.
