1. Conditions for trading in chemicals in industry
The Decree No. 113/2017/ND-CP providing guidelines for Law on chemicals is coming into force from November 25, 2017.
According to the Degree, conditions for trading in chemicals in industry are specified as follows:
- The chemical trader is the enterprise, cooperative or household business which is established in accordance with regulations of law and has registered its chemical business;
- The chemical trader’s facilities satisfy production requirements specified in Article 12 of the Law on Chemicals; Article 4; Clause 2 Article 5; Clauses 1 and 2 Article 6 of the Decree;
- Location and area of warehouses satisfy national technical regulations and standards.
- Stores or business premises satisfy requirements for chemical and fire safety;
- Chemical containers and packages ensure the quality and environmental safety; vehicles for transporting chemicals comply with regulations of law;
- The warehouses or contracts for leasing warehouses or using warehouses of the chemical buyer or seller satisfy requirements for chemical and fire safety;
- The person in charge of chemical safety of business premises has an intermediate school’s degree in chemicals or higher degree;
- The individuals mentioned in Article 32 of this Decree are provided with training in chemical safety.
2. Fees for assessing conditions of enterprises that register the operation of property auction
The Circular No. 106/2017/TT-BTC deals with fees for assessing conditions of enterprises that register the operation of property auction (hereinafter referred to as “auctioning enterprise”). To be specific:
- The fee for issuing the operation registration certificate to the auctioning enterprise in accordance with Clause 1 Article 25 of Law on property auction 2016 is 1,000,000 VND per application;
- The fee for issuing the operation registration certificate to the auctioning enterprise before Law on property auction 2016 comes into force is 500,000 VND per application;
- The fee for adjustment to the operation registration certificate or reissuance of the operation registration certificate is 500,000 VND per application.
The Circular No. 106/2017/TT-BTC comes into force from November 21, 2017.
3. Prices used for calculating fees for granting the mineral right
This noticeable regulation is provided by the Circular No. 38/2017/TT-BTNMT on methods for conversion from taxable price of resource royalty for determining prices used for calculating fees for granting the mineral right, which comes into force from November 30, 2017.
According to the Circular, the formula for determining the price used for calculating fees for granting the mineral right (G) shall be specified as follows:
G = Gtn x Kqd (VND/unit of mineral reserve)
Where:
- Gtn: the taxable price which is issued by the People's Committee of a province and is applicable at the time of calculation of fee for granting the mineral right (unit: VND/unit of resources);
- Kqd: the coefficient of conversion from the taxable to the price used for calculating fee for granting the mineral right.
4. Projects on development of poverty reduction models
The Circular No.18/2017/TT-BNNPTNT provides guidelines for assistance in production development, diversify of livelihoods and projects on development of poverty reduction models under the national target program for sustainable poverty reduction during 2016 - 2020.
According to the Circular, the presiding authority shall do the following activities to carry out the project during 2016- 2020:
- Notify contents of the project to poverty households or near poverty households, households escaping poverty, enterprises, cooperatives and other relevant entities (if any) that are allowed to carry out the project;
- Carry out activities of the project on schedule and effectively;
- Assign technical officials to provide instructions during the project execution phase;
- Consolidate, assess and submit reports on results of project execution to the People's Committee of the district.
The Circular No.18/2017/TT-BNNPTNT comes into force from November 27, 2017.
