Under Decree No. 290/2026/ND-CP how have the duties of security forces of agencies and enterprises been amended and supplemented?
On July 21, 2026, the Government of Vietnam promulgated Decree No. 290/2026/ND-CP amending Decree No. 06/2013/ND-CP on the protection of agencies and enterprises.
According to the Decree, security forces of agencies and enterprises have the following duties:

Apply professional measures in accordance with the law and the security-operation guidelines of the Public Security force to prevent, detect, and stop violations of the law and violations of the internal security regulations of agencies and enterprises; promptly propose handling measures to the heads of agencies and enterprises;
- Directly control persons entering and leaving agencies and enterprises. When an incident involving the security, order, or safety of an agency or enterprise occurs, protect the scene and the agency’s or enterprise’s property, administer first aid to victims, apprehend persons caught committing an offense, and immediately report the incident to the nearest Public Security authority;
- Comply with regulations on fire prevention and firefighting and the maintenance of public order;
- Act as the core force of the All-People Movement for National Security Protection within agencies and enterprises and contribute to building safe agencies and enterprises;
- Cooperate with the Public Security authority of the commune, ward, or special zone and the force participating in the protection of security and order at the grassroots level where the agency or enterprise is located to monitor the situation and ensure the agency’s or enterprise’s security, order, and safety; propose that the head of the agency or enterprise develop internal security regulations, plans, and measures for preventing and combating crime and other violations of the law within the agency or enterprise;
- Comply with regulations on the management of rudimentary weapons, combat gear, explosives, flammable substances, and hazardous substances, if any; assist the head of the agency or enterprise in cooperating with Public Security authorities to manage and educate persons with previous convictions or administrative violation records and persons who have completed other administrative handling measures and are working at the agency or enterprise;
- Cooperate with mass organizations within the agency or enterprise in communicating and disseminating laws to raise everyone’s vigilance and guide such organizations in participating in the protection of security, order, and safety within the agency or enterprise;
- Perform other specific duties relating to the protection of the agency or enterprise as assigned by its head in accordance with the law.
