Where there is a need to use international greenhouse gas emission reduction outcomes and carbon credits to fulfill greenhouse gas emission reduction targets under international treaties and commitments within their management scope, relevant line ministries shall send written proposals to the Ministry of Agriculture and Environment of Vietnam for consolidation.
A written proposal for purchasing greenhouse gas emission reduction outcomes and carbon credits into Vietnam shall include the following information:
- The international partner transferring greenhouse gas emission reduction outcomes and carbon credits;
- The quantity and type of greenhouse gas emission reduction outcomes and carbon credits;
- The agency or organization in Vietnam expected to carry out the purchase of greenhouse gas emission reduction outcomes and carbon credits.
Based on proposals from relevant line ministries, the Ministry of Agriculture and Environment of Vietnam shall take charge and cooperate with the Ministry of Foreign Affairs of Vietnam, relevant line ministries, and related agencies in organizing negotiations and concluding an Article 6.2 Agreement with the international partner.
Agencies and organizations in Vietnam that purchase greenhouse gas emission reduction outcomes and carbon credits shall be responsible for complying with the Article 6.2 Agreement concluded between Vietnam and the international partner.
Within 15 working days from the date of receipt of the international partner’s written approval for international transfer, the agency or organization in Vietnam shall notify, in writing, the completion of the purchase of greenhouse gas emission reduction outcomes and carbon credits to the Ministry of Agriculture and Environment of Vietnam using Form No. 11 in Appendix II issued together with this Decree. The notification must be accompanied by the mentioned written approval for international transfer and a Vietnamese translation bearing the overlapping seal of the agency or organization.
The Ministry of Agriculture and Environment of Vietnam shall record the volume of greenhouse gas emission reduction outcomes and carbon credits purchased into Vietnam in the National Registry System and carry out corresponding adjustments in accordance with the Paris Agreement.
Decree No. 112/2026/ND-CР comes into force as of May 19, 2026.
