CIRCULAR
instructions on supervision and assessment of
execution of the national target program for SUSTAINABLE POVERTY REDUCTION for
THE PERIOD OF 2021 - 2025
Pursuant to Decree No. 14/2017/ND-CP dated
February 17, 2017 of the Government on functions, tasks, powers and
organizational structure of the Ministry of Labor, War Invalids and Social
Affairs of Vietnam;
Pursuant to Decree No. 29/2021/ND-CP dated
March 26, 2021 of the Government on procedures for verification of important
national projects and supervision and investment assessment thereof;
Pursuant to Decree No. 27/2022/ND-CP dated April
19, 2022 of the Government of Vietnam on mechanisms for managing and organizing
the implementation of national target programs;
Implementing Decision No. 90/QD-TTg dated
January 18, 01 of the Prime Minister approving the National Target Program on
Sustainable Poverty Reduction for the period of 2021 - 2025;
At the request of the Chief of the National
Office for Poverty Reduction;
The Minister of Labor, War Invalids and
Social Affairs of Vietnam promulgates a Circular on instructions on supervision
and assessment of execution of the National Target Program for sustainable
poverty reduction for the period of 2021 – 2025.

1. Regulated cope
This Circular provides for instructions on
supervision and assessment of execution of the National Target Program for
sustainable poverty reduction for the period of 2021 – 2025 (hereinafter
referred to as “the Program”).
2. Regulated entities
a) Program owner, Program managing agency,
component project owners (owners of projects, sub-projects, component contents
of the Program), investors.
b) Agencies, units, local governments and
entities participating in the execution of the Program.
c) Related organizations and individuals.
Article 2. Steps for supervision and
assessment of the execution of the Program
1. Steps for supervision of the execution of the
Program shall comply with Section I of Appendix I enclosed herewith.
2. Steps for assessment of the execution of the
Program shall comply with Section II of Appendix I enclosed herewith.

1. Indicators and frameworks of results of the
execution of the Program shall be presented according to Form No. 01 of
Appendix III promulgated herewith.
2. Results of the execution of the Program shall
be presented according to Form No. 02 of Appendix III promulgated herewith.
3. Forms for collection of information for
supervision and assessment of the execution of the Program include Form No. 03,
Form No. 04, Form No. 05, Form No. 06, Form No. 07, Form No. 08, Form No.
09, Form No. 10, Form No. 11, Form No. 12, Form No. 13, Form No. 14 and
Form No. 15 in Appendix III enclosed herewith.
4. Form No. 01 of Appendix II enclosed herewith
shall be used for making 6-month, annual, periodic and irregular reports on the
supervision of the Program.
5. Form No. 02 of Appendix II enclosed herewith
shall be used for making early, mid-term, final, annual and irregular reports
on the assessment of the Program.
Article 4. Regulations on collection of
information and report on supervision and assessment of the Program
1. Information collection and forms
a) Form No. 01, Form No. 02, Form No. 04, Form
No. 05, Form No. 06, Form No. 07, Form No. 08, Form No. 09, Form No. 10, Form
No. 11, Form No. 12, Form No. 13, Form No. 14, Form No. 15, Appendix III issued
herewith shall be used for 6-month and annual information collection and
consolidation.
b) Form No. 03 of Appendix III issued herewith
shall be used for annual information collection and consolidation.

a) Supervision reports
- Within 15 working days after ending the
supervision period, ministries, central authorities and local authorities shall
send their reports to standing agencies of the Program at the same level to
consolidate and report them to superior authorities.
- Before June 01 (for 6-month supervision
reports), before December 01 (for annual supervision reports), ministries,
central and local authorities shall send their reports to the Ministry of
Labor, War Invalids and Social Affairs, Ministry of Planning and Investment,
Ministry of Finance and ministries and central authorities presiding over
projects, sub-projects and component contents of the Program.
b) Early, mid-term, final and annual, irregular
assessment reports.
- Before December 01, 2022, ministries, central
and local authorities executing the Program shall send their early assessment
reports in 2022 to the Ministry of Labor, War Invalids and Social Affairs,
Ministry of Planning and Investment, Ministry of Finance and ministries and
central authorities presiding over projects, sub-projects and component
contents of the Program.
- Before September 01, 2023, ministries, central
and local authorities executing the Program shall send their mid-term
assessment reports for the period of 2021 - 2023 to the Ministry of Labor, War
Invalids and Social Affairs, Ministry of Planning and Investment, Ministry of
Finance and ministries and central authorities presiding over projects,
sub-projects and component contents of the Program.
- Before September 01, 2025, ministries,
central and local authorities executing the Program shall send their
final assessment reports for the period of 2021 - 2025 to the Ministry of
Labor, War Invalids and Social Affairs, Ministry of Planning and Investment,
Ministry of Finance and ministries and central authorities presiding over
projects, sub-projects and component contents of the Program.
- Before December 01, 2022 of each year,
ministries, central and local authorities executing the Program shall send
their annual assessment reports to the Ministry of Labor, War Invalids and
Social Affairs, Ministry of Planning and Investment, Ministry of Finance and ministries
and central authorities presiding over projects, sub-projects and component
contents of the Program.
- Irregular reports shall be sent at the request
of managing agencies of projects, sub-projects and component contents of the
Program.

Article 5. Organizing implementation
1. The Ministry of Labor, War Invalids and
Social Affairs shall preside over supervision and assessment and develop plans
therefor; cooperate with ministries and central authorities in organizing
supervision and assessment of central and local authorities; consolidate
information and make reports on supervision and assessment results; develop,
guide and implement the management system of the national target program for sustainable
poverty reduction, integrate this data into the database of the system for
supervision and assessment of national target programs during the process of
consolidating information and making reports on the supervision and assessment
of the execution of the program as prescribed.
2. Ministries and presiding, managing and
participating agencies carrying out projects and sub-projects, component
contents of the Program shall develop plans, and organize the supervision and
assessment of projects and sub-projects and component contents of the assigned
Program; direct and guide local authorities to carry out supervision and
assessment in their areas; organize the collection and consolidation of
information and periodically and irregularly report them to the Program owner;
as well as consolidate and report on the management system of the National
Target Program for sustainable poverty reduction.
3. The People’s Committees of
provinces/central-affiliated cities shall direct:
a) The Department of Labor, War Invalids and
Social Affairs
- To submit plans, organize supervision and
assessment of the execution of the Program for approval.
- To summarize the results of supervision and
assessment of the execution of the Program in their provinces, to submit them
for reporting the Ministry of Labor, War Invalids and Social Affairs and other
ministries and central agencies presiding over projects, sub-projects and
component contents of the Program; and to consolidate and update reports on the
National Target Program for sustainable poverty reduction as prescribed.
- To guide the People’s Committees of districts
and communes to carry out supervision and assessment as prescribed.
b) Presiding, managing and participating
departments and local authorities carrying out projects, sub-projects and
component contents of the Program

- To report such results to the Department of
Labor, War Invalids and Social Affairs for consolidation and to submit them for
reporting the Ministry of Labor, War Invalids and Social Affairs and other
ministries and central agencies presiding over projects, sub-projects and
component contents of the Program.
c) The People’s Committees of districts and
communes: to approve plans and organize supervision and assessment as
prescribed in this Circular.
The Commune-level People’s Committees shall
assign socio-cultural officials working on poverty reduction to assist the
commune-level management boards for implementation thereof.
4. The Vietnam Fatherland Front at all levels
shall supervise the implementation of the Program according to regulations.
Article 6. Implementation fund
Funds for supervision and assessment of the
execution of the Program are allocated from public service funds for the
implementation of the Project 7. Raising capacity for supervision and
assessment of the Program under the National Target Program on Sustainable
Poverty Reduction in the period of 2021 - 2025 promulgated together with
Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister (including
central budget, local budget and other lawfully mobilized capital).
Article 7. Effect
1. This Circular comes into force from July 15,
2022.
2. Circular No. 39/2016/TT-BLDTBXH dated October
25, 2016 of the Minister of Labor, War Invalids and Social Affairs on
instructions on procedures for inspection, supervision and assessment of the
execution of the National Target Program for sustainable poverty reduction in
the period of 2016 - 2020 is no longer valid from the date on which this
Circular comes into force.
