VỀ VIỆC TĂNG CƯỜNG QUẢN LÝ, CHỈ ĐẠO, TỔ CHỨC THỰC HIỆN CHƯƠNG TRÌNH PHÁT TRIỂN KINH TẾ - XÃ HỘI CÁC XÃ ĐẶC BIỆT KHÓ KHĂN VÙNG ĐỒNG BÀO DÂN TỘC MIỀN NÚI, BIÊN GIỚI VÀ VÙNG SÂU, VÙNG XA (CHƯƠNG TRÌNH 135)

Trong những năm qua, các Bộ, ngành, địa phương đã tích cực chỉ đạo và tổ chức thực hiện Chương trình 135. Chương trình đã đạt được kết quả quan trọng, góp phần phát triển kinh tế- xã hội, tăng cường đoàn kết các dân tộc, củng cố quốc phòng, giữ vững an ninh chính trị và trật tự an toàn xã hội ở các xã đặc biệt khó khăn vùng đồng bào dân tộc miền núi, biên giới và vùng sâu, vùng xa của đất nước.

Tuy nhiên, việc thực hiện chương trình vẫn còn bộc lộ một số thiếu sót: đầu tư thực hiện 5 nhiệm vụ của chương trình chưa đồng bộ, còn nặng về đầu tư xây dựng cơ sở hạ tầng, các nhiệm vụ khác của chương trình chưa được quan tâm đầu tư đúng mức; có nhiều nguồn lực đầu tư trên cùng địa bàn nhưng quản lý, điều hành lồng ghép còn hạn chế; không ít địa phương còn ỷ lại, trông chờ vào vốn đầu tư bằng ngân sách Trung ương. Những nguyên tắc chủ yếu quản lý chương trình chưa được thực hiện đầy đủ. Công tác chỉ đạo, kiểm tra, đôn đốc của các Bộ, ngành Trung ương, của Uỷ ban nhân dân các cấp đối với việc thực hiện chương trình tại các địa phương chưa thường xuyên, chưa sâu sát. Vì vậy, kết quả đạt được chưa toàn diện và vững chắc.

Để thực hiện Chương trình 135 đạt hiệu quả cao và hoàn thành được mục tiêu vào năm 2005, Thủ tướng Chính phủ chỉ thị:

1. Đối với Uỷ ban nhân dân các tỉnh, thành phố trực thuộc Trung ương (gọi tắt là Uỷ ban nhân dân tỉnh):

a. Tập trung chỉ đạo, tổ chức thực hiện tốt các dự án xây dựng công trình hạ tầng thuộc Chương trình 135, cụ thể là:

- Thực hiện đầy đủ các nguyên tắc qui định tại Thông tư liên tịch số 666/2001/TTLT/BKH-UBDTMN-TC-XD ngày 23 tháng 8 năm 2001 của Liên bộ: Kế hoạch và Đầu tư, Uỷ ban Dân tộc và Miền núi, Tài chính, Xây dựng về hướng dẫn quản lý đầu tư và xây dựng công trình hạ tầng thuộc Chương trình 135.

- Trong năm 2003 và các năm tiếp theo cần ưu tiên đầu tư cho việc khai hoang để có đất bố trí cho những hộ thiếu đất sản xuất, đất ở và phục vụ qui hoạch bố trí dân cư; xây dựng công trình thủy lợi vừa và nhỏ cung cấp nước cho sản xuất; trường học, trạm xá phải xây dựng kiến cố, đồng bộ cả trang thiết bị, nhà ở công vụ cho giáo viên, cán bộ y tế, tuỳ theo đặc điểm, điều kiện của từng địa phương để thực hiện xây dựng theo thiết kế mẫu nhằm giảm chi phí.

- Đẩy mạnh việc phân cấp cho cấp huyện hoặc cấp xã quyết định quản lý đầu tư. Các cơ quan chức năng cấp tỉnh, cấp huyện chịu trách nhiệm giúp đỡ, hướng dẫn về quản lý đầu tư, quản lý tài chính, chuyên môn kỹ thuật cho cấp xã nhằm đảm bảo chất lượng công trình và hiệu quả đầu tư.

- Từ năm 2003 trở đi không để tình trạng sử dụng vốn xây dựng các công trình năm trước kéo dài sang năm sau (trừ các dự án được phê duyệt thực hiện trong hai năm); các địa phương phải chủ động trong việc lập, thẩm định, phê duyệt dự án và quyết định đầu tư hoàn thành trong quí IV năm trước, tổ chức thực hiện đầu tư ngay từ tháng đầu quí I năm kế hoạch.

b. Tập trung đào tạo, bồi dưỡng cán bộ xã, bản, làng, phum, sóc về các nội dung: quản lý kinh tế, xã hội; an ninh quốc phòng; công tác tổ chức, vận động nhân dân thực hiện xoá đói giảm nghèo; quản lý, chỉ đạo và tổ chức thực hiện chương trình; nâng cao năng lực của đội ngũ cán bộ để xã có đủ khả năng làm chủ đầu tư dự án; tập huấn nghiệp vụ cho Ban giám sát xã đủ khả năng giám sát công trình từ khâu chuẩn bị đầu tư, thực hiện đầu tư đến thanh quyết toán, nghiệm thu, bàn giao công trình đưa vào sử dụng.

c. Tăng cường chỉ đạo và thực hiện nhiệm vụ phát triển sản xuất nông, lâm nghiệp gắn với chế biến và tiêu thụ sản phẩm; có biện pháp giúp đỡ, tạo điều kiện cho kinh tế hộ và kinh tế tập thể phát triển; xây dựng một số mô hình mẫu với quy mô nhỏ (hộ hoặc nhóm hộ) về phát triển sản xuất, bảo quản, chế biến, tiêu thụ nông lâm sản.

d. Tiến hành rà soát việc xây dựng cơ sở hạ tầng ở các xã và trung tâm cụm xã theo qui hoạch và kế hoạch. Những xã đã đủ công trình hạ tầng thì tập trung đầu tư trực tiếp cho phát triển sản xuất để những xã này có điều kiện chuyển sang giai đoạn phát triển mới với yêu cầu trình độ cao hơn.

Những xã thuộc chương trình đã vượt qua đói nghèo một cách cơ bản, vững chắc thì Hội đồng nhân dân và Uỷ ban nhân dân tỉnh đề xuất để công nhận xã đạt mục tiêu Chương trình 135.

đ. Chủ tịch Uỷ ban nhân dân tỉnh có biện pháp tích cực chỉ đạo các cấp, các ngành trong tỉnh thực hiện việc huy động, bố trí các nguồn lực, lồng ghép nguồn vốn của các chương trình, dự án khác trên địa bàn với Chương trình 135, đặc biệt là các tỉnh thuộc các vùng: Tây Nguyên, đồng bằng sông Cửu Long, các tỉnh đặc biệt khó khăn miền núi phía Bắc đang thực hiện các quyết định của Thủ tướng Chính phủ về phát triển kinh tế - xã hội thời kỳ 2001 - 2005.

2. Đối với các Bộ, ngành Trung ương:

a. Bộ Nông nghiệp và Phát triển nông thôn chỉ đạo Uỷ ban nhân dân các tỉnh đẩy mạnh sản xuất giống cây trồng, vật nuôi (kể cả nhập khẩu giống) có hiệu quả kinh tế cao phù hợp với điều kiện tự nhiên, phù hợp với chuyển đổi cơ cấu sản xuất của từng địa phương để cung cấp cho nông dân. Hỗ trợ, hướng dẫn nông dân về bảo quản và chế biến sản phẩm nông, lâm, ngư nghiệp theo qui mô hộ và nhóm hộ; phát triển đa dạng hoá các hình thức tổ chức sản xuất và tiêu thụ nông sản cho nông dân; đẩy mạnh việc thực hiện Quyết định số 80/2002/QĐ-TTg ngày 24 tháng 6 năm 2002 của Thủ tướng Chính phủ về chính sách khuyến khích tiêu thụ nông sản hàng hoá thông qua hợp đồng.

b. Uỷ ban Dân tộc phối hợp với các Bộ, ngành có liên quan và các địa phương thực hiện các nhiệm vụ:

- Xây dựng chính sách đầu tư hỗ trợ phát triển kinh tế - xã hội ở các thôn, bản đặc biệt khó khăn thuộc các xã khu vực II trình Thủ tướng Chính phủ phê duyệt vào quí IV năm 2003.

- Xây dựng Thông tư liên tịch về tiêu chí đánh giá các xã đã hoàn thành mục tiêu Chương trình 135, hướng dẫn các địa phương thực hiện.

- Tổ chức Hội nghị sơ kết thực hiện kế hoạch năm 2002 và 6 tháng đầu năm 2003 của Chương trình 135 tại miền Bắc và miền Nam, đồng thời chuẩn bị các nội dung cần thiết để báo cáo Thủ tướng Chính phủ tổ chức Hội nghị sơ kết 5 năm thực hiện Chương trình vào đầu năm 2004.

3. Công tác kiểm tra thực hiện Chương trình 135:

- Công tác kiểm tra thực hiện chương trình phải được tiến hành thường xuyên cho đến khi kết thúc chương trình, thành viên Ban Chỉ đạo các cấp phải đi kiểm tra cơ sở ít nhất mỗi năm một lần. Kết thúc đợt kiểm tra các thành viên Ban Chỉ đạo phải báo cáo kết quả kiểm tra cho cơ quan thường trực chương trình cùng cấp để tổng hợp chung và báo cáo cấp trên (ở huyện báo cáo Chủ tịch huyện, ở tỉnh báo cáo Chủ tịch tỉnh, ở Trung ương báo cáo Thủ tướng Chính phủ).

- Uỷ ban Dân tộc có trách nhiệm xây dựng nội dung kiểm tra Chương trình 135 và hướng dẫn các địa phương thực hiện; đồng thời phân công các thành viên Ban Chỉ đạo Chương trình 135 Trung ương đi kiểm tra các tỉnh thực hiện Chương trình 135 năm 2003.

Các công việc nêu trên Uỷ ban Dân tộc hoàn thành trong tháng 7 năm 2003.

4. Thủ tướng Chính phủ yêu cầu các Bộ trưởng, Thủ trưởng cơ quan ngang Bộ, Thủ trưởng cơ quan thuộc Chính phủ, Chủ tịch Uỷ ban nhân dân tỉnh, thành phố trực thuộc Trung ương căn cứ vào chức năng, nhiệm vụ chỉ đạo và tổ chức thực hiện nghiêm túc Chỉ thị này.

DIRECTIVE

ENHANCING THE MANAGEMENT, DIRECTION AND ORGANIZATION OF IMPLEMENTATION OF SOCIO-ECONOMIC DEVELOPMENT PROGRAM IN COMMUNES MEETING WITH EXCEPTIONAL DIFFICULTIES IN MOUNTAINOUS AREAS INHABITED BY ETHNIC MINORITY PEOPLE, BORDER AREAS AS WELL AS DEEP-LYING AND REMOTE AREAS (PROGRAM 135)

Over the past years, the ministries, branches and localities have actively directed and organized the implementation of Program 135. The Program has yielded important results, thus contributing to socio-economic development, enhancing unity among ethnic groups, strengthening defense, maintaining political security as well as social order and safety in communes meeting with exceptional difficulties in mountainous areas inhabited by ethnic minority people, border areas as well as deep-lying and remote areas of the country.

However, the implementation of the Program has still revealed some shortcomings: the investment in performing the 5 tasks of the Program has not yet been synchronous, largely in the task of infrastructure construction, while other tasks of the Program have not yet been given due attention; there have been various investment resources in the same locality but the management and incorporation thereof is still limited; not a few localities still heavily rely on and wait for investment capital from the central budget. Major principles for managing the Program have not yet been fully observed. The direction, examination and urging by ministries, central branches and Peoples Committees of all levels for the Program implementation in localities have been carried out irregularly and unstrictly, thus yielding incomprehensive and unsteady results.

In order to carry forward Program 135 with high efficiency and attain its objectives by 2005, the Prime Minister hereby instructs:

1. For the Peoples Committees of the provinces and centrally-run cities (called the provincial Peoples Committees for short):

a/ To concentrate efforts on directing and organizing the implementation of projects on construction of infrastructural works under Program 135, concretely:

- To fully observe the principles prescribed in Joint Circular No. 666/2001/TTLT/BKH-UBDTMN-TC-XD of August 23, 2001 of the Ministry of Planning and Investment, the Committee for Ethnic Minorities and Mountainous Areas, the Ministry of Finance and the Ministry of Construction guiding the management of investment and construction of infrastructural works under Program 135.

- To step up the decentralization of investment management to the district or commune level. The provincial- and district-level functional agencies shall have to provide assistance and guidance on investment, financial as well as professional and technical management for the commune level in order to ensure works quality and investment efficiency.

- From 2003 onwards, not to let happen the situation where the previous years capital for construction of works is left to the subsequent year (except for projects approved for implementation within 2 years); localities must take initiative in the elaboration, evaluation and approval of projects as well as making decisions on investment, which must be completed in the fourth quarter of the previous year, organize the investment right from the first month of the first quarter of the plan year.

b/ To concentrate efforts on training and fostering the commune, village and hamlet officials in socio-economic management; security and defense; organization and mobilization of people to carry out the hunger elimination and poverty alleviation; management, direction and organization of implementation of the Program; raising the capability of the contingent of officials so that communes are fully capable of acting as project investors; to provide professional training for the commune control boards so that they are fully capable of supervising the works from the stage of investment preparation, investment execution to the stage of settlement, pre-acceptance test and hand-over of works for being put into use.

c/ To enhance the direction and performance of the tasks of agricultural and forestry production development in combination with product processing and consumption; to take measures to help and create conditions for household and collective economies to develop; to formulate a number of small-scale models (households or household groups) regarding production development as well as agricultural and forestry product preservation, processing and consumption.

d/ To scrutinize the infrastructure construction in communes and commune clusters centers according to plannings and plans. For communes where infrastructural works are adequate, investment shall be concentrated directly on production development so that such communes have conditions to embark on a new stage of development with higher requirements.

For those communes covered by the Program, which have basically and firmly overcome hunger and poverty, the provincial Peoples Councils and Peoples Committees shall propose the recognition of achievement of the objectives of Program 135 by such communes.

e/ The presidents of the provincial Peoples Committees shall take active measures to direct all levels and branches in their respective provinces to mobilize and apportion resources and incorporate capital sources of other programs and projects in their respective localities into Program 135, especially the provinces in the Central Highlands, Mekong river delta, northern mountainous provinces meeting with exceptional difficulties, where the Prime Ministers decisions on socio-economic development in the 2001-2005 period are executed.

2. For the ministries and central branches:

a/ The Ministry of Agriculture and Rural Development shall direct the provincial Peoples Committees to step up the production of plant varieties and animal breeds (even the import thereof) with high economic efficiency, suitable to the natural conditions and restructuring of production of each locality in order to supply them to peasants. To support and guide peasants in preserving and processing agricultural, forestry and fishery products on the household- or household group- scale; diversify forms of producing and consuming farm produce for peasants; to step up the implementation of the Prime Ministers Decision No. 80/2002/QD-TTg of June 24, 2002 on policies to encourage the contractual sale of commodity farm produce.

- To elaborate investment policy in support of socio-economic development in villages and hamlets meeting with exceptional difficulties in communes of Region II and submit it to the Prime Minister for approval in the fourth quarter of 2003.

- To issue a joint circular on criteria for evaluating the achievement of the objectives of Program 135 by communes and guide localities to implement them.

- To organize a conference to make a preliminary review of implementation of the plan in 2002 and the first 6 months of 2003 of Program 135 in North and South Vietnam, and at the same time, to prepare necessary contents for report to the Prime Minister for the organization of a conference to make a preliminary review of 5 years implementation of the Program in early 2004.

3. Examination of the implementation of Program 135:

- The examination of the Program implementation must be conduced regularly until the Program is completed; members of the Steering Committees of all levels must examine the grassroots levels at least once a year. At the end of examination drive, Steering Committees members must report on examination results to the Programs standing body of the same level for general sum-up and report to the superior level (the presidents of the district Peoples Committees, for districts, the presidents of the provincial Peoples Committees, for provinces, and the Prime Minister, for central level).

- The Committee for Nationalities shall have to elaborate contents of examination of Program 135 and guide localities to implement them; and at the same time, to assign members of the Central Steering Committee of Program 135 to examine the implementation of Program 135 in 2003 by the provinces.

The Committee for Nationalities shall have to fulfill the above-said tasks in July 2003.

4. The Prime Minister requests the ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the Peoples Committees of the provinces and centrally-run cities, based on their respective functions and tasks, to direct and organize the strict implementation of this Directive.
