PRICES OF HEALTHCARE
SERVICE PRICES AT CHO RAY HOSPITAL
THE MINISTER OF HEALTH
Pursuant to the Law on medical examination and
treatment dated January 09, 2023;
Pursuant to the Law on prices dated June 19,
2023;
Pursuant Decree No. 96/2023/ND-CP dated December
30, 2023 of the Government, detailing the Law on medical examination and treatment;
Pursuant to Decree No. 95/2022/ND-CP dated
November 15, 2022 of the Government, defining the functions, tasks, powers and
organizational structure of the Ministry of Health;
Pursuant Circular No. 23/2023/TT-BYT dated
October 18, 2024 of the Government, on the List of techniques in healthcare;

At the request of Director General of Department
of Planning and Finance of the Ministry of Health;
DECISION
Article 1. Prices of healthcare services
1. Issued together with this Decision are prices of
healthcare services included in the list of service s covered by health
insurance fund; prices of healthcare service covered by the state budget;
prices of healthcare services not included in the list of healthcare services
covered by the health insurance fund and are not on-demand healthcare services
at Cho Ray Hospital, including:
- Prices of medical examination, consultation
services specified in Appendix I.
- Prices of daily hospital bed services specified
in Appendix II.
- Prices of technical services and tests specified
in Appendix III.
- Prices of medical procedures performed using
local anesthesia does not include the cost of drugs and oxygen used for the
service specified in Appendix IV. The costs of drugs and oxygen shall be paid
by the social insurance agency and the patient based on actual usage and the
procurement outcomes of the healthcare facility.
2. Prices of healthcare services issued together
with this Decision include direct expenses and salaries, wages, allowances and
contributions prescribed by law, where salaries are equal to statutory pay rate
(2,34 million VND), excluding bonus fund specified in Decree No. 73/2024/ND-CP
dated June 30, 2024 of the Government prescribing statutory pay rate and bonus
policies for officials, public employees and armed forces.

1. This Circular comes into force from the date on
which it is signed.
2. The price of healthcare services covered by
health insurance at Cho Ray Hospital issued together with Circular No.
22/2023/TT-BYT dated November 17, 2023 of the Minister of Health, unifying
prices of healthcare services covered by medical insurance among hospitals
across the country and guidelines for applying prices and payment for
healthcare services in certain cases and the prices of other healthcare
services at Cho Ray Hospital issued together with Circular No. 21/2023/TT-BYT
dated November 17, 2023 of the Minister of Health on price range of healthcare
services provided by state-owned medical establishments and guidelines for
application of prices and payment for healthcare costs in certain cases from
the effective date of this Decision shall not apply, except for the case
specified in Clause 4 of this Article.
3. Payment of healthcare costs covered by health
insurance shall be guided in accordance with regulations of the Minister of
Health.
4. Patients undergoing treatment at medical
establishments before the effective date of this Decision and being discharged
or finishing outpatient treatment after the effective date of this Decision
shall continue applying previous healthcare service prices under regulations of
competent authorities until they are discharged or finish their outpatient
treatment.
Article 3. Implementation
Chief of Office of the Ministry of Health; Director
Generals of Department of Planning - Finance, Department of Health Insurance,
Department of Legal Affairs; Department of Management of Medical Examination
and Treatment, Traditional Medicine Administration - Ministry of Health;
Director of Cho Ray Hospital and Heads of relevant units are responsible for
implementing this Decision.
