CỦA BỘ TRƯỞNG BỘ NÔNG NGHIỆP VÀ PHÁT TRIỂN NÔNG THÔN SỐ 75/2001/QĐ-BNN, NGÀY 23 THÁNG 07 NĂM 2001 VỀ VIỆC PHÊ DUYỆT DỰ ÁN "BẢO TỒN VƯỢN ĐEN TẠI VÙNG TÂY BẮC VIỆT NAM" DO QUỸ MARGOT MARSH, MỸ VÀ TỔ CHỨC BẢO TỒN ĐỘNG VẬT, THỰC VẬT HOANG DÃ QUỐC TẾ (FFI) - CHƯƠNG TRÌNH ĐÔNG DƯƠNG ĐỒNG TÀI TRỢ

Căn cứ Nghị định số 73 CP ngày 1/11/1995 của Chính phủ quy định chức năng, nhiệm vụ, quyền hạn và tổ chức bộ máy của Bộ Nông nghiệp và Phát triển Nông thôn.
Căn cứ Nghị định 17/2001/NĐ-CP ngày 4/5/2001 của Chính phủ về việc ban hành Quy chế quản lý và sử dụng nguồn hỗ trợ phát triển chính thức (ODA).
Căn cứ Quyết định số 64/2001/QĐ-TTg ngày 26/4/2001 của Chính phủ về việc ban hành Quy chế quản lý và sử dụng viện trợ phi chính phủ nước ngoài.
Xét đề nghị của Cục Kiểm Lâm - công văn số 343/KL-BTTN về việc Phê duyệt dự án hợp tác với FFI.
Theo đề nghị của Ông Vụ trưởng Vụ Hợp tác Quốc tế.

QUYẾT ĐỊNH

Điều 1. Phê duyệt nội dung dự án "Bảo tồn Vượn đen tại Vùng Tây Bắc Việt Nam" do Quỹ Margot Marsh, Mỹ và Tổ chức Bảo tồn Động Vật, Thực Vật Hoang dã Quốc tế (FFI) - Chương trình Đông Dương đồng tài trợ, với các thông tin về dự án chủ yếu như sau:

1. Tên dự án: Bảo tồn Vượn đen tại Vùng Tây Bắc Việt Nam.

2. Nhà tài trợ: Quỹ Margot Marsh - Mỹ và Tổ chức Bảo tồn Động Vật, Thực Vật Hoang dã Quốc tế (FFI) - Chương trình Đông Dương.

3. Cơ quan chủ quản dự án: Bộ Nông nghiệp và Phát triển Nông thôn.

4. Cơ quan quản lý dự án: Cục Kiểm Lâm.

5. Mục tiêu cụ thể của dự án: Củng cố việc sinh tồn cho loài Vượn đen tại vùng Tây Bắc Việt Nam nhằm mục đích xây dựng cơ sở cho việc bảo tồn bền vững động vật hoang dã nguy cấp tại Việt Nam và trên Thế giới.

6. Thời gian thực hiện dự án: 01 năm (từ tháng 7/2001 đến 6/2002).

7. Tổng kinh phí dự án: 18.700 đôla Mỹ, trong đó:

- Quỹ Margot Marsh – Mỹ là 16.900 đô la,

- Tổ chức FFI - Chương trình Đông Dương là 1.800 đô la.

Điều 2. Giao cho Cục Kiểm Lâm chủ trì phối hợp với Tổ chức FFI - Chương trình Đông Dương và các cơ quan/địa phương liên quan tổ chức thực hiện dự án có hiệu quả theo nội dung quy định tại Điều 1 của Quyết định này, tuân thủ các quy chế quản lý và sử dụng nguồn vốn ODA/viện trợ phi chính phủ hiện hành của Bộ và của Nhà nước.

Điều 3. Quyết định này có hiệu lực kể từ ngày ký.

Điều 4. Chánh Văn phòng Bộ, Vụ trưởng Vụ Tổ chức Cán bộ, Vụ trưởng Vụ Hợp tác Quốc tế, Vụ trưởng Vụ Kế hoạch và Quy hoạch, Vụ trưởng Vụ Tài chính - Kế toán, Cục trưởng Cục Kiểm Lâm và Lãnh đạo các Cục, Vụ, Viện có liên quan chịu trách nhiệm thi hành quyết định này.

DECISION

APPROVING THE PROJECT ON THE CONSERVATION OF BLACK GIBBONS IN VIETNAM’S NORTHWESTERN REGION, CO-FINANCED BY THE US MARGOT MARSH FUND AND THE INTERNATIONAL ORGANIZATION FOR CONSERVATION OF WILD FAUNA AND FLORA (FFI) - INDOCHINA PROGRAM

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Government’s Decree No. 73/CP of November 1, 1995 stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Government’s Decree No. 17/2001/ND-CP of May 4, 2001 promulgating the Regulation on the management and use of official development assistance (ODA);
Pursuant to the Prime Minister’s Decision No. 64/2001/QD-TTg of April 26, 2001 promulgating the Regulation on the management and use of foreign non-governmental aids;
Considering the proposal of the Forest Ranger Department - Official Dispatch No. 343/KL-BTTN approving the project on cooperation with FFI;
At the proposal of the Director of the Department for International Cooperation,

DECIDES:

Article 1.- To approve the contents of the Project on conservation of black gibbons in Vietnam’s northwestern region, co-financed by the US Margot Marsh Fund and the International Organization for Conservation of Wild Fauna and Flora (FFI) - Indochina Program, with the following major information:

1. The project’s name: Conservation of black gibbons in Vietnam’s northwestern region.

2. The donors: The US Margot Marsh Fund and the International Organization for the Conservation of Wild Fauna and Flora (FFI) - Indochina Program.

4. The project-managing agency: The Forest Ranger Department.

5. The project’s specific objectives: To consolidate the survival of black gibbons in the northwestern region of Vietnam, with a view to creating foundation for the sustainable conservation of endangered wild animals in Vietnam and the world.

6. The project implementation duration: 1 year (from July 2001 to June 2002).

7. Total funding for the project: USD 18,700, of which:

- Margot Marsh Fund: USD 16,900,

- FFI - Indochina Program : USD 1,800.

Article 2.- To assign the Forest Ranger Department to assume the prime responsibility and coordinate with FFI - Indochina Program and the concerned agencies and localities in effectively organizing the implementation of the project according to contents defined in Article 1 of this Decision, and abiding by the current regulations on the management and use of ODA of Agriculture and Rural Development sources and non-governmental aids of the Ministry and the State.

Article 3.- This Decision takes effect after its signing.

Article 4.- The Director of the Office, the Director of the Department for Organization and Personnel; the Director of the Department for International Cooperation; the Director of the Department for Plans and Planning; the Director of the Finance-Accounting Department; and the Director of the Forest Ranger Department and leaders of the concerned departments and institutes of the Ministry shall have to implement this Decision.
