CHỈ THỊ

VỀ CÔNG TÁC ĐÊ ĐIỀU, PHÒNG, CHỐNG LỤT BÃO; GIẢM NHẸ THIÊN TAI NĂM 1995

Mấy năm gần đây thiên tai xảy ra ở nhiều nơi trên thế giới, nhiều nước đã xuất hiện những trận lũ lớn gây hậu quả nặng nề. \'ebnước ta, từ năm 1971 đến nay các sông ở miền Trung và sông Cửu Long đã có những trận lũ lớn và đột xuất, gây thiệt hại nghiêm trọng.

Để chủ động đối phó với thiên tai đảm bảo an toàn tính mạng và tài sản của nhân dân và Nhà nước, Thủ tướng Chính phủ chỉ thị các Bộ, Ngành và Uỷ ban Nhân dân các tỉnh, thành phố trực thuộc Trung ương thực hiện nghiêm Pháp lệnh phòng , chống lụt, bão; Pháp lệnh về đê điều; làm tốt và đầy đủ các việc đã giao về công tác này, đặc biệt chú ý thực hiện tốt các việc sau đây:

1/ Tổ chức rút kinh nghiệm công tác phòng chống lụt, bão năm 1994, kiện toàn Ban chỉ huy phòng, chống lụt, bão, úng, giảm nhẹ thiên tai năm 1995 một cách thiết thực, có hiệu quả, phù hợp với đặc điểm của từng địa phương, nhằm hạn chế đến mức thấp nhất về người và tài sản.

2/ Chỉ đạo việc kiểm tra, đánh giá kỹ hiện trạng hệ thống đê, kè, cống, bờ bao, đập tạm, các hồ chứa nước và các công trình phòng, chống lụt, bão khác; khẩn trương hoàn thành kế hoạch tu bổ các công trình, đặc biệt là đối với các công trình bị hư hại do thiên tai gây ra trong năm 1994. Củng cố lực lượng hộ đê và chống lũ; tổ chức tập huấn; tăng cường tuần tra, phát hiện, xử lý ngay các ẩn hoạ phát sinh.

Các tỉnh dọc dông Đáy chuẩn bị kế hoạch hậu phương để sẵn sàng thực hiện lệnh phân lũ trong trường hợp cần thiết.

Các tỉnh ven biển cần hướng dẫn cho ngư dân các biện phát chủ động phòng, tránh chủ động phòng, tránh bão, nhất là đối với ngư dân ở các vùng đầm phá ở miền Trung và đi trên tầu thuyền đánh cá xa bờ.

Các tỉnh miền núi phải có kế hoạch hướng dẫn cho nhân dân phòng, tránh lũ quét ở những nơi có khả năng xảy ra.

3/ Rút bài học kinh nghiệm về tình trạng vi phạm Pháp lệnh đê điều ở Hà Nội, Uỷ ban Nhân dân các tỉnh, thành phố có đê phải tập trung chỉ đạo việc phân loại và xử lý dứt điểm các vi phạm Pháp lệnh về đê điều còn tồn đọng lâu nay, kịp thời pháp hiện và chặn đứng mọi hành vi vi phạm Pháp lệnh ngay từ khi mới xảy ra, nhằm bảo đảm an toàn cho đê và lập lại trật tự, kỷ cương theo pháp luật trong lĩnh vực quản lý đê điều.

Căn cứ Pháp lệnh về đê điều, Chủ tịch Uỷ ban Nhân dân tỉnh, thành phố ra Quyết định giao nhiệm vụ, quyền hạn và trách nhiệm cụ thể về việc quản lý và hộ đê trên địa bàn cho chính quyền các cấp trực thuộc; đồng thời có biện pháp tiếp tục tuyên truyền sâu rộng Pháp lệnh về đê điều và Pháp lệnh phòng, chống lụt, bão, để mọi người hiểu, thực hiện và kiểm tra việc thực hiện.

4/ Các Bộ: Thuỷ lợi, Khoa học, Công nghệ và Môi trường, Nông nghiệp và Công nghiệp thực phẩm, Xây dựng, Giao thông vận tải, Y tế phối hợp chặt chẽ với các địa phương sớm lập đề án quy hoạch và kế hoạch chủ động phòng, tránh lũ, lụt ở đồng bằng sông Cửu Long.

Bộ Thuỷ lợi tổ chức thực hiện tốt công tác dự báo sạt lở ở hai bờ sông Tiền và sông Hậu để làm cơ sở và chủ đồng bố trí các biện pháp phòng tránh, ngăn ngừa thiệt hại.

5/ Các Bộ, ngành và địa phương, trong phạm vi quyền hạn, trách nhiệm của mình phải sẵn sàng lực lượng, phương tiện, vật tư... để ứng cứu kịp thời và nhanh chóng khắc phục hậu quả khi có bão, lụt xảy ra, sớm ổn định sản xuất và đời sống cho nhân dân.

Ban chỉ đạo phòng, chống lụt, bão Trung ương kiểm tra, đôn đốc các ngành Trung ương và các địa phương thực hiện nghiêm Chỉ thị này và thường xuyên báo cáo Thủ tướng Chính phủ.

DIRECTIVE

ON THE PROTECTION OF DYKES, PREVENTION AND FIGHT AGAINST FLOODS AND STORMS, AND MINIMIZATION OF NATURAL DISASTERS IN 1995

Over recent years, natural disasters have occurred in many parts of the world, major floods have taken place in many countries, causing serious damage. In our country, since 1971 the rivers in Central Vietnam and the Mekong River have caused great, unexpected floods and serious losses.

To actively cope with natural disasters and ensure safety for the life and property of the people and State property, the Prime Minister instructs the Ministries, branches and the People's Committees of the provinces and cities directly under the Central Government to strictly implement the Ordinance on Prevention and Fight Against Floods and Storms, and the Ordinance on Dykes, by carrying out satisfactorily and fully all the work assigned in this field, particularly the following work:

1. Organizing the summing up of experiences from the prevention and fight against floods and storms in 1994; consolidating the Steering Committees for preventing and fighting floods and storms in various branches and at various level; working out plans and measures to prevent and fight floods and storms, and minimize natural disasters in 1995 in an effective and efficient way conforming to the characteristics of each locality with the aim of minimizing the losses in lives and property.

2. Directing thorough inspection and evaluation of the present state of the system of dykes, stone embankments, sluice-gates, auxiliary embankments, temporary dams, water reservoirs, and other projects, to prevent and fight floods and storms; urgently completing the plan to consolidate projects, particularly those projects damaged by natural disasters, in 1994. Consolidating the forces to protect dykes and fight floods; organize training; increasing patrols to detect and immediately remove the potential dangers.

The provinces along the Day River should prepare plans to take order for the discharge of flood water into their localities in case of necessity.

The coastal provinces should provide guidance to the fishermen on measures to prevent and fight against storms, especially those fishermen in the lagoons of Central Vietnam and those engaged in deep-sea fishing.

3. Summing up experiences from the violations of the Ordinance on Dykes in Hanoi, the People's Committees of the provinces and cities with dykes must concentrate on directing the classification and definite handling of the violations of the Ordinance on Dykes that have been existing for a long time now, promptly detect and prevent any actions that show signs of violating the Ordinance from the outset, with the aim of ensuring safety for the dykes and restoring law and order in the management of dykes.

Pursuant to the Ordinance on Dykes, the Presidents of the People's Committees of the provinces and cities shall issue decision assigning the concrete tasks, powers and responsibility for the management and protection of dykes in their localities to the administration at lower levels; at the same time, they must take measures to continue disseminating widely the Ordinance on Dykes and the Ordinance on Prevention and Fight Against Floods and Storms to help everybody understand and implement them, and check their implementation.

4. The Ministry of Water Resources, the Ministry of Science, Technology and Environment, the Ministry of Agriculture and Food Industry, the Ministry of Construction, the Ministry Communications and Transport, and the Ministry of Health shall have to closely cooperate with the localities in timely making plans to prevent and ward off floods in the Mekong River delta.

The Ministry of Water Resources should organize the forecast of landslides along either side of the Tien and Hau Rivers for use as a basis in arranging measures to prevent and ward off possible losses.

5. The Ministries, branches and localities within their powers and responsibility must prepare their forces, equipment and materials for timely rescue, and quickly overcome the consequences in case of storms and floods, to stabilize production and the people's life.

The Central Steering Committee for prevention and fight against floods and storms should inspect and urge the branches at the central level and the localities to strictly implement this Directive and make regular reports to the Prime Minister.
