DECISION
On fees for medical services applied at Bach
Mai hospital
MINISTER OF HEALTH
Pursuant to the Law on
Medical Examination and Treatment dated January 09, 2023;
Pursuant to the Law on
Prices dated June 19, 2023;
Pursuant to Government’s
Decree No. 96/2023/ND-CP dated December 30, 2023 elaborating some Articles of
the Law on Medical Examination and Treatment;
Pursuant to Decree No.
95/2022/ND-CP dated November 15, 2022 of the Government on functions, tasks,
powers and organizational structure of the Ministry of Health of Vietnam;
Pursuant to Circular No.
23/2023/TT-BYT dated October 18, 2024 of the Ministry of Health on the list of
techniques in medical examination and treatment;

At the request of the
Director General of Department of Planning and Finance of the Ministry of
Health.
HEREBY DECIDES:
Article 1. Fees for medical
services
1. Enclosed with this Decision,
fees for medical services on the list of services covered by health insurance;
fees for medical services covered by the state budget; fees for medical
services that are not on the list of services covered by health insurance and
are not on-demand healthcare services applied at Bach Mai Hospital:
- Fees for medical examination
and consultation services specified in Appendix I.
- Costs of hospital beds per
day specified in Appendix II.
- Fees for technical and
testing services specified in Appendix III.
- Fees of technical services
performed by the anesthesia method that do not include costs of drugs and
oxygen used for the services as prescribed in Appendix IV. Costs of drugs and
oxygen shall be paid to social insurance agencies and patients according to the
actual use and procurement results of the health facilities.
2. Fees for medical services
issued together with this Decision include direct costs and salaries, wages,
allowances and contributions as per regulations; in which salaries are
determined according to the statutory pay rate of 2,34 million VND, excluding
bonus as prescribed in Decree No. 73/2024/ND-CP dated June 30, 2024 of the
Government on the statutory pay rate and bonus regimes for officials, public
employees and the armed forces.

1. This Decision comes into
force from the day on which it is signed.
2. Fees for medical services
covered by health insurance applied in Bach Mai Hospital issued together with
Circular No. 22/2023/TT-BYT and fees for other medical services applied in Bach
Mai Hospital issued together with Circular No. 21/2023/TT-BYT shall not be
applied from the effective date of this Decision, except for the case specified
in clause 4 of this Article.
3. The guidance of paying fees
for medical services shall comply with the regulations of the Minister of
Health.
4. For patients who are
undergoing treatment at healthcare facilities before the effective date of this
Decision and will be discharged from the facilities or complete their
outpatient treatment after the effective date of this Decision: continue to
apply fees for medical services as per regulations of competent authorities
before applying the fees prescribed in this Decision until discharge from the
healthcare facilities or the end of outpatient treatment.
Article 3. Organization of
implementation
Chief of Office of the Ministry
of Health; Director of Department of Planning and Finance, Director of
Department of Health Insurance, Director of Department of Legislation; Director
of Department of Medical Service Administration, Director of Traditional
Medicine Administration - Ministry of Health; The Director of Bach Mai Hospital
and Heads of relevant units are responsible for implementing this Decision.
