CIRCULAR
PRESCRIBING PRICES
OF PREPARATION OF VEHICLE DOSSIERS FOR MOTOR VEHICLES EXEMPTED FROM INITIAL
INSPECTION AND RE-PRINTING OF INSPECTION CERTIFICATES AND INSPECTION STAMPS
Pursuant to the Law on road traffic dated
November 13, 2008;
Pursuant to the Law on Pricing dated June 20,
2012;
Pursuant to the Law on Fees and Charges dated
November 25, 2015;
Pursuant to the Government's Decree
No. 177/2013/ND-CP dated November 14, 2013 on elaboration of the Pricing
Law and the Government's Decree No. 149/2016/ND-CP dated November 11,
2016 providing amendments to the Government’s Decree No. 177/2013/ND-CP dated
November 14, 2013;
Pursuant to the Government’s Decree No.
139/2018/ND-CP dated October 08, 2018 on motor vehicle inspection service
business and the Government’s Decree No. 30/2023/ND-CP dated June 08, 2023
providing amendments to the Government’s Decree No. 139/2018/ND-CP dated
October 08, 2018 on motor vehicle inspection service business;
Pursuant to the Government’s Decree No.
56/2022/ND-CP dated August 24, 2022 defining the Functions, Tasks, Powers and
Organizational Structure of Ministry of Transport of Vietnam;

The Minister of Transport of Vietnam promulgates
a Circular prescribing prices of preparation of vehicle dossiers for motor
vehicles exempted from initial inspection and re-printing of inspection
certificates and inspection stamps.
Article 1. Scope
This Circular introduces regulations on the prices
of the following services: preparation of vehicle dossiers for motor vehicles
exempted from initial inspection and re-printing of inspection certificates and
inspection stamps for motor vehicles.
Article 2. Regulated entities
1. Organizations and individuals that are provided
by vehicle inspection stations with the following services: preparation of
vehicle dossiers for motor vehicles exempted from initial inspection and
re-printing of inspection certificates and inspection stamps for motor
vehicles.
2. Organizations carrying out inspection of motor
vehicles in use (hereinafter referred to as “vehicle inspection stations”).
3. Other organizations and individuals involved in
the preparation of vehicle dossiers for motor vehicles exempted from initial
inspection and re-printing of inspection certificates and inspection stamps for
motor vehicles.
Article 3. Definitions
For the purposes of this Circular, the terms below

2. Preparation of vehicle dossier for motor
vehicle exempted from initial inspection means the examination and
assessment of vehicle-related documents by a vehicle inspection station to
prepare the vehicle dossier, and issue inspection certificate/inspection stamp
to the motor vehicle exempted from initial inspection as prescribed in the
Circular No. 16/2021/TT-BGTVT dated August 12, 2021 of the Minister of
Transport of Vietnam (as amended by the Circular No. 02/2023/TT-BGTVT dated
March 21, 2023, and the Circular No. 08/2023/TT-BGTVT dated June 02, 2023).
3. Re-printing of inspection certificate and
inspection stamp for a motor vehicle means a vehicle inspection station's
re-printing of the inspection certificate and inspection stamp at the request
of the vehicle owner or the person who drives the vehicle to the vehicle
inspection station as prescribed in the Circular No. 16/2021/TT-BGTVT dated
August 12, 2021 of the Minister of Transport of Vietnam (as amended by the Circular
No. 02/2023/TT-BGTVT dated March 21, 2023, and the Circular No.
08/2023/TT-BGTVT dated June 02, 2023).
Article 4. Prices of preparation of vehicle
dossiers for motor vehicles exempted from initial inspection and re-printing of
inspection certificates and inspection stamps, and responsibilities of relevant
organizations and individuals
1. The price of preparation of vehicle dossier for
motor vehicle exempted from initial inspection is VND 46.000/vehicle; the price
of re-printing of inspection certificate and inspection stamp for a vehicle is
VND 23.000/certificate and stamp/vehicle.
The service prices prescribed in this clause
include costs of collection of charges for issuance of certificates of
technical safety inspection and environmental protection for motor vehicles but
exclude VAT.
2. Vehicle inspection stations shall issue service
invoices in accordance with provisions of the Government’s Decree No.
123/2020/ND-CP dated October 19, 2020, and the Circular No. 78/2021/TT-BTC
dated September 17, 2021 of the Minister of Finance of Vietnam.
3. Vehicle inspection stations shall carry out
information disclosure and publicly post their service prices in accordance
with regulations of law on pricing, implement tax policies, and pay taxes in
accordance with current regulations of laws on taxation and tax administration.
4. Organizations and individuals that are provided
by vehicle inspection stations with the following services, including
preparation of vehicle dossiers for motor vehicles exempted from initial
inspection and re-printing of inspection certificates and inspection stamps,
shall pay service prices to the vehicle inspection stations at the rates
prescribed in this Circular.

2. If any legislative documents referred to herein
are superseded or amended, the new ones shall apply.
3. Chief of the Ministry's Office, Chief Inspector
of the Ministry, Directors of Departments affiliated to the Ministry, Director
of Vietnam Register, Directors of provincial Departments of Transport, heads of
relevant agencies/organizations and relevant individuals are responsible for
the implementation of this Circular./.
