ON SAMPLE
PASSPORTS, LAISSEZ-PASSERS AND OTHER RELEVANT FORMS
Circular No. 73/2021/TT-BCA dated
June 29, 2021 of the Minister of Public Security on sample passports,
laissez-passers and related forms, coming into force as of August 14, 2021,
amended by:
Circular No. 15/2022/TT-BCA dated
April 6, 2022 of the Minister of Public Security on amendments to Circular No.
43/2017/TT-BCA dated October 20, 2017 of Minister of Public Security,
regulating procedures for issuance and revocation of certificates of
conformance to security, order, examination regulations, issuance of
certificates of security guard practicing; Circular no. 45/2017/TT-BCA dated
October 20, 2017 of the Minister of Public Security, regulating procedures for
registration for specimen stamps, withdrawal and destruction of stamps,
revocation of stamps, inspection of management and use of stamps; Circular No.
58/2020/TT-BCA dated June 16, 2020 of the Minister of Public Security,
regulating procedures for issuance and revocation of registration and number
plates of road vehicles; Circular No. 65/2020/TT-BCA dated June 19, 2020 of the
Minister of Public Security, regulating functions, authority, forms, scope of
and procedures for patrol, management and handling of road traffic violations
of traffic police; Circular No. 68/2020/TT-BCA dated June 19, 2020 of the
Minister of Public Security, regulating procedures for patrol, management and
handling of administrative violations of water police; Circular No.
73/2021/TT-BCA dated June 29, 2021 of the Minister of Public Security,
regulating sample passports, laissez-passers and other relevant forms, coming
into force as of May 21, 2022.
Pursuant to the Law on exit and entry of
Vietnamese citizens dated November 22, 2019;
Pursuant to Decree No. 01/2018/ND-CP dated
August 6, 2018 of the Government defining the functions, tasks, powers and
organizational structure of the Ministry of Public Security;
Pursuant to the Government's Decree No.
76/2020/ND-CP dated July 1, 2020 on procedures and authority for issuing,
revoking and invalidating laissez-passers;
At the proposal of the Director of the Immigration
Department;

Article 1. Scope and regulated
entities
1. This
Circular set forth sample passports, laissez-passers and other forms related to
the issuance and use of passports and laissez-passers.
2. Application
form for issuance or renewal of diplomatic/official passport specified in
Circular No. 04/2020/TT-BNG dated September 25, 2020 of the Ministry of Foreign
Affairs on guidelines for the issuance, renewal or revocation of diplomatic or
official passports, and issuance of diplomatic notes requesting visas from
foreign countries.
3. Application
form for issuance of laissez-passers, written report on loss of laissez-passers
and issuance of entry certificates specified in the Government's Decree No.
76/2020/ND-CP dated July 1, 2020 on eligible entities, procedures and authority
for issuing, revoking and invalidating laissez-passers.
4. This
Circular applies to Vietnamese citizens and relevant agencies and
organizations.
Article 2. Sample passport
1. General
format and specifications of a passport:
a) The passport cover is printed
with the national official name, national emblem, passport name; electronic
chip symbol in case of e-passport;
b) The images on the passport pages
are the beautiful sceneries, the cultural heritage of Vietnam, combined with
the bronze drum motifs;

d) Number of pages in the passport
booklet, excluding the cover page: 48 pages for diplomatic passports, official
passports and ordinary passports with a validity period of 5 years or 10 years,
12 pages for ordinary passports with a validity period of up to 12 months;
dd) Dimensions according to ISO
7810 (ID-3): 88mm x 125mm ± 0.75 mm;
e) Corner rounding radius of
passport booklet: 3.18mm ± 0.3mm;
g) The electronic chip is placed in
the back cover of the e-passport;
h) Passport cover is made of a
synthetic plastic material with high durability;
i) The letters and numbers of the
passport are perforated by laser through page 1 to the back cover of the
passport and coincide with the letters and numbers on page 1;
k) All contents and images printed
in the passport are made by modern technology to meet the requirements of security,
against the risk of counterfeiting and meet ICAO standards.

Article 3. Sample
laissez-passers
1. General
specifications of laissez-passers:
a) The outer cover of the cover is
printed with the national official name, national emblem, and the name of the
laissez-passer;
b) Languages used in
laissez-passers: Vietnamese and Cambodian for Vietnam-Cambodia laissez-passer;
Vietnamese and Lao for Vietnam - Laos laissez-passer; Vietnamese and Chinese
for Vietnam - China laissez-passer;
c) Number of pages in the
laissez-passer excluding the cover: 16 pages for Vietnam-Cambodia laissez-passer
and Vietnam - Laos laissez-passer; 28 pages for Vietnam - China laissez-passer;
dd) Dimensions according to ISO
7810 (ID-3): 88mm x 125mm ± 0.75mm mm;
dd) Passport cover is made of a
synthetic plastic material with high durability.
e) All contents printed in the
laissez-passer are made by modern technology to meet the requirements of

issued to officials and public employees, brown cover (form GTHVN01-TQ);
d) Vietnam - China laissez-passer,
issued to border residents, gray cover (form GTHVN02-TQ).

Promulgate together with this
Circular the following forms:
1. Application
form for issuance, revalidation of use value, report on loss of ordinary
passport
a) Application form for issuance of
ordinary passport in the country (form TK01);
b) Application form for issuance of
ordinary passport abroad (form TK02);

d) Request for revalidation of the
ordinary passport's use value (form TK04);
dd) Report on loss of an ordinary
passport (form TK05).
2. Forms
for relevant agencies
a) Notice of receipt of a report on
loss of an ordinary passport (form VB01);
b) Document of the overseas
Vietnamese mission requesting identity verification to issue an ordinary
passport to Vietnamese citizen (form VB02);
c) Notice of settlement of report
on loss of passport (Form VB03/73).
Article 5. Production and
management of blank passports and laissez-passers
1. The Immigration Department shall cooperate with the
Institute of Science and Technology to study, manufacture and produce blank
documents with security techniques and provide them in a timely manner at the
request of authorities with competence to issue passports and laissez-passers.
2.
The authorities with competence to issue passports and laissez-passers
must manage blank documents according to regulations.

Registration
regulation: overseas Vietnamese missions and competent agencies of the Ministry
of Foreign Affairs register with the Consular Department; commune-level police,
district-level police register with the provincial-level police; the Consular
Department and the Provincial Police Department shall register directly with
the Immigration Department.
Article
6. Entry into force and transitional terms
1. This
Circular comes into force as of August 14, 2021.
2. Blank
passports and laissez-passers that have been provided for agencies before the
effective date of this Circular but have not been fully issued may continue to
be used, the sample passports and laissez-passers specified in this Circular
shall be used uniformly no later than January 1, 2022.
3. Passports
and laissez-passers that were issued before January 1, 2022 are valid until the
expiry date stated in the passports or laissez-passers.
Article 7.
Implementation
The Immigration Department shall take charge and
coordinate with the police of units, local governments and other relevant units
in, organizing the implementation, and guiding and inspecting the
implementation of this Circular.
Difficulties
which may arise in connection with implementation of this document shall be
reported to the Ministry of Public Security (via the Immigration Department)
for guidance./.
