DECISION
REGULATIONS
ON ELIGIBLE PERSONS, AUTHORITY, PROCEDURES FOR ISSUING "AB" STAMPS
FOR EXIT TO THE REPUBLIC OF CUBA, THE LAO PEOPLE'S DEMOCRATIC REPUBLIC, AND THE
PEOPLE'S REPUBLIC OF CHINA
Pursuant to the Law on Government Organization
No. 63/2025/QH15;
Pursuant to the Law on Exit and Entry of
Vietnamese Citizens No. 49/2019/QH14 amended by Law No. 23/2023/QH15 and Law
No. 118/2025/QH15;
Pursuant to the Law on International Treaties
No. 108/2016/QH13 amended by Law No. 137/2025/QH15;
At the request of the Minister of Public
Security;
The Prime Minister hereby issues a Decision on eligible
persons, authority, procedures for issuing "AB" stamps for exit to
the Republic of Cuba, the Lao People's Democratic Republic, and the People's
Republic of China.

Article 1. Scope
This Decision provides for eligible persons,
authority, procedures for issuing "AB" stamps for regular passports
of Vietnamese citizens exiting to travel to the Republic of Cuba, the Lao
People's Democratic Republic, and the People's Republic of China; and the
responsibilities of relevant agencies, organizations, enterprises, and
individuals in the issuance, management, and use of "AB" stamps.
Article 2. Term interpretation
In this Decision, the following terms are
constructed as follows:
1. "AB" stamp is a document issued by the
competent state authority of Vietnam, affixed to the regular passport of a
person who is assigned by a competent agency, organization, or enterprise to go
on business trips in the Republic of Cuba, the Lao People's Democratic
Republic, or the People's Republic of China, allowing that person to enjoy visa
exemption under the international treaties between the Government of the
Socialist Republic of Vietnam and the governments of the above-mentioned
countries.
2. Official duty means Vietnamese citizens exiting
to travel to the Republic of Cuba, the Lao People's Democratic Republic, or the
People's Republic of China to perform tasks assigned by state authorities,
organizations, or enterprises.
Article 3. Validity period of
the "AB" stamps
The validity period of the "AB" stamp
shall correspond to the duration of the official duty stated in the decision to
assign the person to go on business trips, with a maximum of 12 months and not
exceeding the passport validity.

Article 5. Responsibilities of
the person issued with the "AB" stamp
1. Be accountable to the law for the information
provided to the competent authorities for the issuance of the "AB"
stamp.
2. Exit, enter, and operate abroad in accordance
with the purpose and duration specified in the decision to assign such person
to go on business trips abroad.
3. Strictly comply with the laws of Vietnam and the
laws of the host country.
Article 6. Responsibilities of
the agency applying for the issuance of the "AB" stamp
1. Apply for the issuance of the "AB"
stamp for the correct subject, purpose, and duration of official duty; be
accountable to the law for their application.
2. The agency or organization specified in Point a
of Clause 2 of Article 9 hereof that authorizes or permits its subordinate
agencies or organizations to issue decisions to assign persons to go on
business trip abroad or cease authorizing or permitting the issuance of such decisions
must immediately notify the Immigration Management Department, Ministry of
Public Security and the Consular Department, Ministry of Foreign Affairs in
writing.
3. Immediately notify the agency that issued the
"AB" stamp if the person does not return to Vietnam within the
prescribed time, engages in activities abroad that are not in accordance with
the purpose stated in the Decision to assign them to go on business trip
abroad, or is no longer eligible for the "AB" stamp.

2. Process applications and return the
"AB" stamp issuance results within the prescribed time.
3. Verify and clarify detected suspicious signs
showing that the subject proposed for a "AB” stamp or the purpose stated
in the application is not in accordance with applicable regulation.
Chapter II
ELIGIBLE SUBJECTS,
CONDITIONS, AND AUTHORITY FOR CONSIDERATION OF ISSUANCE OF "AB"
STAMPS
Article 8. Eligible subjects
considered for issuance of "AB" stamp
1. Eligible subjects considered for issuance of
"AB" stamp under the international treaties between the Socialist
Republic of Vietnam and the Republic of Cuba, or the People's Republic of China
include:
Vietnamese citizens assigned to go on a business
trip in the Republic of Cuba or the People's Republic of China to perform
official duties.
2. Eligible subjects considered for issuance of
"AB" stamp under the international treaties between the Socialist
Republic of Vietnam and the Lao People's Democratic Republic:
a) Vietnamese citizens assigned to go on a business
trip in the Lao People's Democratic Republic to perform official duties;

c) Students, trainees exiting to travel to the Lao
People's Democratic Republic to study under cooperation programs between the
two governments.
Article 9. Conditions for
issuance of "AB" stamps
Vietnamese citizens belonging to the subjects
specified in Article 8 hereof shall be considered for issuance of the
"AB" stamp when meeting the following conditions:
1. Not falling under cases where exit-entry
documents are not granted according to the Law on Exit and Entry of Vietnamese
Citizens.
2. Having a decision or written document from the
following state agencies, organizations, or enterprises assigning them to go
abroad:
a) Central and provincial agencies of the Communist
Party of Vietnam, the State, and the Vietnam Fatherland Front;
b) Agencies and organizations authorized or
permitted by the agencies and organizations specified in Point a of Clause 2 of
this Article to issue decisions to send people abroad;
c) Vietnamese agencies, organizations, and
enterprises that are currently engaging in cooperation and investment
activities in the Lao People's Democratic Republic.
3. Having an unexpired regular passport.

1. Agencies and organizations under the Communist
Party of Vietnam, the State, and the Vietnam Fatherland Front may apply for the
issuance of the "AB" stamp for cadres, civil servants, public
employees, employees, and citizens going on a business trip abroad to perform
official duty.
2. Organizations and enterprises may apply for the
issuance of the "AB" stamp for personnel under their direct
management.
Article 11. Agencies issuing
"AB" stamps
1. The Immigration Management Agency, Ministry of
Public Security, shall issue "AB" stamps to Vietnamese citizens
residing in Vietnam.
2. Vietnamese representative agencies abroad shall
issue the "AB" stamp to Vietnamese citizens residing overseas.
Chapter III
PROCEDURES FOR ISSUANCE
AND INVALIDATION OF THE "AB" STAMP
Article 12. Application
components and charges
1. Application components for persons exiting

b) Official dispatch requesting issuance of the
"AB" stamp from the agency specified in Article 10 of using the form
in Appendix II attached hereto;
c) Unexpired regular passport;
d) A copy of the document proving the authority to
issue the decision to assign a person to go on a business trip abroad to
perform official duty for agencies or organizations specified in Point b of
Clause 2 of Article 9 hereof submitting the application for the first time
2. Application components for persons exiting
Vietnam to travel to the Lao People's Democratic Republic:
a) All documents specified in Clause 1 of this
Article;
b) One certified copy of the decision to establish
the enterprise or the business registration certificate; if a photocopy is
submitted, the original must be presented for verification and comparison.
c) Document showing the cooperation program or
project between enterprises or organizations of the two countries in cases
applying for issuance of "AB" stamps for employees/workers of
enterprises or organizations with juridical personality exiting Vietnam to
travel to Laos to perform commercial, employment, investment contracts, and
cooperation projects;
d) Document showing the cooperation program between
the two governments.
3. If applying online, agencies, organizations, or
enterprises shall upload electronic versions of the documents specified in
Clauses 1 and 2 of this Article.

5. If the application is adequate, the agency
issuing "AB" stamps shall receive and process it; if it is
incomplete, the agency shall provide guidance for the applicant to complete
their application according to the form in Appendix III attached hereto.
6. Applicant must pay charges in accordance with
law.
Article 13. Locations for
application submission
1. At the Immigration Management Agency, Ministry
of Public Security or the Immigration Management Agency of police authority of
the provincial/city where the applicant place its headquarters or
representative office if the applicant is in Vietnam.
2. At the Vietnam representative office located
overseas where it is convenient for applicant abroad.
Article 14. Application
submission methods
Applications for issuance of "AB" stamp
may be submitted:
1. In person
2. Online. In this case, the applicant’s passport
shall be submitted in person at the agency issuing the "AB" stamps or
by post.

1. Within 5 working days from the date of receipt
of an adequate application, the Immigration Management Agency, Ministry of
Public Security, or Vietnam representative office located overseas shall return
the result to the applicant.
2. Within 8 working days from the date of receipt
of an adequate dossier, the Immigration Management Agency of the police
authority of the province/city police shall return the result to the applicant.
Article 16. Result delivery
and receipt
1. Applicants may register to receive the results
in person at the agency issuing "AB" stamps or by post.
2. In case of refusal, the agency shall respond in
writing and clearly state the reasons.
Article 17. Re-issuance of the
"AB" stamp in case of lost or damaged passport
1. Persons granted the "AB" stamp but
lost their regular passport in Vietnam must apply for re-issuance of the
passport and "AB" stamp at the Immigration Management Agency,
Ministry of Public Security, or the Immigration Management Agency of the police
authority of the province/city. To be specific:
a) Submit the application form for domestic
issuance of regular passport according to form prescribed by the Ministry of
Public Security, clearly stating the request for passport and "AB"
stamp re-issuance, accompanied by a notice of loss or notice of receipt of
competent authority;
b) The Immigration Management Agency of the
Ministry of Public Security shall return the result within 08 working days from
receipt of an adequate application; the Immigration Management Agency of the
police authority of the province/city shall return the result within 08 working
days from receipt of an adequate application. In case of refusal, the
Immigration Management Agency of the Ministry of Public Security shall respond
in writing and clearly state the reasons.

a) Submit the application form for overseas
issuance of regular passport according to form prescribed by the Ministry of
Public Security, clearly stating the request for passport and "AB"
stamp re-issuance, accompanied by a notice of loss or notice of receipt of
competent authority;
b) Within 2 working days, the Vietnamese
representative agency shall request for the Immigration Management Agency of
Ministry of Public Security’s verification and opinion on re-issuance of “AB”
stamp;
c) Within 2 working days, the Immigration
Management Agency of the Ministry of Public Security must respond to the
Vietnam representative office located overseas;
d) Within 01 working day from receipt of the
Immigration Management Agency’s response, the Vietnam representative office
located overseas shall issue the passport and "AB" stamp to the
applicant; in case of refusal, the agency shall respond in writing and clearly
state the reason;
dd) The exchange of documents between the Vietnam
representative office located overseas and the Immigration Management Agency of
the Ministry of Public Security shall comply with the Law on Exit and Entry of
Vietnamese Citizens.
Article 18. Invalidation of
"AB" stamps
1. Cases of invalidation of "AB" stamps
include:
a) The applicant for issuance of “AB” stamp
submitting a written request to invalidate such "AB" stamp;
b) Detection of false information in the decision to
assign the person to go on business trip abroad to perform official duty;

d) The regular passport with the "AB"
stamp is invalidated;
dd) For reasons of national defense or security.
2. The agency issuing "AB" stamps may
invalidate the issued "AB" stamp within 1 working day from receipt of
the invalidation request or upon detection of cases specified in points b, c,
d, and dd of Clause 1 of this Article, notify the requesting agency,
organization, or enterprise and update such matter on the National Exit-Entry
Database.
Chapter IV
RESPONSIBILITIES FOR
IMPLEMENTATION
Article 19. Responsibilities
of the Ministry of Public Security
1. Take the lead and cooperate with relevant
ministries and central authorities in submitting proposal to competent
authorities for issuance, amendment to legislative documents regarding the
"AB" stamp; conduct state statistics related to the issuance, management,
use of “AB” stamps, and immigration control regarding "AB" stamps;
organize domestic issuance of "AB" stamps.
2. Direct the Immigration Control Unit of the
Ministry of Public Security to cooperate with the Immigration Control Unit of
the Ministry of National Defense in facilitating holders of regular passports
with the "AB" stamp during exit and entry procedures; print, manage,
and supply blank "AB" stamp forms for issuance to citizens; inspect
and supervise the issuance, management, use, and immigration control of regular
passports affixed with the "AB" stamp under the state management
scope of the Ministry of Public Security in accordance with the law.
3. Cooperate with the Ministry of National Defense
to guide and direct immigration control and facilitate holders of regular
passports with the "AB" stamp when exiting and entering through
border checkpoints managed by the Ministry of National Defense.

Article 20. Responsibilities
of the Ministry of Foreign Affairs
1. Provide guidance for and inspect Vietnam
representative office located overseas in the issuance of "AB"
stamps; organize the issuance of the "AB" stamp overseas.
2. Estimate the quantity, receive, and manage blank
"AB" stamp forms at inspect Vietnam representative office located
overseas.
3. Take charge and cooperate with the Ministry of
Public Security in notifying competent authorities of the relevant countries of
the "AB" stamp sample.
4. Coordinate with the Ministry of Public Security
in state statistics related to the issuance and management of "AB"
stamps at Vietnam representative office located overseas.
Article 21. Responsibilities
of the Ministry of National Defense
1. Direct the Border Guard force to control exit
and entry and facilitate holders of ordinary passports bearing the
"AB" stamp during their exit and entry procedures.
2. Cooperate with the Ministry of Public Security
in state statistics related to the exit and entry control of "AB"
stamp holders at border checkpoints managed by the Ministry of National
Defense.

Article 23. Responsibility for
implementation
The Minister, Heads of ministerial agencies, Heads
of government agencies, Presidents of the People’s Committees of provinces and
centrally affiliated cities, relevant agencies, organizations, enterprises, and
individuals are responsible for implementing this Decision./.
