CIRCULAR
ON
AMENDING AND SUPPLEMENTING A NUMBER OF ARTICLES OF THE CIRCULAR NO.
21/2011/TT-BKHCN, CIRCULAR NO. 10/2012/TT-BKHCN AND CIRCULAR NO.
11/2012/TT-BKHCN OF THE MINISTER OF SCIENCE AND TECHNOLOGY
Pursuant to the Law on
Technical regulations and standards dated June 29, 2006;
Pursuant to the Government’s Decree No. 127/2007/ND-CP
dated August 01, 2007 detailing the implementation of a number of articles of
Law on standards and technical regulations;
Pursuant to the Government’s Decree No. 20/2013/ND-CP
dated February 26, 2013 defining the functions, tasks, powers and
organizational structure of the Minister of science and technology;
At the proposal of General Director of Directorate for Standards, Metrology
and Quality,
The Minister of Science and
Technology promulgates the Circular amending and supplementing a number of
articles of the Circular No. 21/2011/TT-BKHCN dated September 22, 2011 of the
Minister of Science and Technology on promulgating "National technical regulation on steel for the reinforcerment of
concrete”, the Circular No.10/2012/TT-BKHCN
dated April 12, 2012 of the Minister of Science and Technology on
promulgating the “National technical regulation on liquefied petroleum gases
(lpg)”and the Circular No.11/2012/TT-BKHCN
dated April 12, 2012 of the Minister of Science and Technology on
promulgating "National technical regulation on electromagnetic
compatibility of electronic equipment and electrical appliances and other
similar purposes.
Article 1. To amend and
supplement Article 3 of the Circular No. 21/2011/TT-BKHCN dated September 22,
2011 of the Minister of Science and Technology, on promulgating "National technical regulation on
steel for the reinforcerment of concrete” (QCVN 7:2011/BKHCN)” as follows:

1. For
imported and domestically-produced steels for the reinforcerment of concrete:
a. If provisions of QCVN
7:2011/BKHCN have been applied, they shall be entitled to continue applying.
b) If provisions of QCVN
7:2011/BKHCN have not yet been applied, they must be applied from January 01,
2014.
Enterprises producing domestically
or importing steels for the reinforcerment of concrete are encouraged to apply
provisions of QCVN 7:2011/BKHCN before January 01, 2014.
2. For
steels for the reinforcerment of concrete ciculating on the market:
From June 01, 2014, steel products
for the reinforcerment of concrete ciculating on the market must be applied
provisions of QCVN 7:2011/BKHCN.”
Article 2. To amend Article 3
of the Circular No. 10/2012/TT-BKHCN dated April 12, 2012 of the Minister of
Science and Technology, on promulgating "National
technical regulation on liquefied petroleum gases (lpg) (QCVN 8:2012/BKHCN)” as follows:
“Article 3. From September
01, 2013, LPG is allowed circulating on the market only after having been
certificated the regulation conformity, publicized regulation conformity
according to QCVN 8:2012/BKHCN.”
Article 3. To amend Article 3
of the Circular 11/2012/TT-BKHCN dated t4 12, 2012 of the Minister of Science
and Technology on promulgating "National technical regulation on
electromagnetic compatibility of electronic equipment and electrical appliances
and other similar purposes (QCVN 9:2012/BKHCN)" as follows:

Since January 01, 2016, the
electrical and electronic equipment from No.3 to No.7 stated in Annex QCVN
9:2012/BKHCN are required to apply the provisions of this National Technical
Regulation.”
Article 4. Implementation
provisions
This Circular takes effect on June
01, 2013.
Article 5. Responsibility for
implementation organization
1. General Director of Directorate for Standards, Metrology and Quality
shall guide, organize implementation of this Circular.
2. Heads
of relevant agencies, organizations, enterprises and individuals shall
implement this Circular.
