CIRCULAR
LIST
OF PERMISSIBLE AND BANNED PLANT PROTECTION CHEMICALS IN VIETNAM
Pursuant to the Government’s
Decree No. 15/2017/ND-CP dated February 17, 2017 on functions, tasks, powers
and organizational structure of the Ministry of Agriculture and Rural
Development of Vietnam;
Pursuant to the Law on Plant
Protection and Quarantine dated November 25, 2013;
At the request of the Director
of Plant Protection Department;
The Minister of Agriculture and
Rural Development of Vietnam hereby promulgates Circular on the list of
permissible and banned plant protection chemicals in Vietnam.

2. List of banned plant protection
chemicals in Vietnam (Appendix II enclosed herewith)
a) Pesticides, forest product
preservatives: 23 active ingredients.
b) Fungicides: 6 active
ingredients.
c) Rodenticides: 1 active
ingredients.
d) Herbicides: 1 active
ingredients.
3. HS codes of permissible and
banned plant protection chemicals in Vietnam shall comply with Sections 22, 23
of Appendix I issued together with Circular No.11/2021/TT-BNNPTNT dated
September 20, 2021 of the Minister of Agriculture and Rural Development of
Vietnam promulgating HS codes of commodities under management of Ministry of
Agriculture and Rural Development and imports and exports subject to
specialized inspection in the field of agriculture and rural development.
Article 2: Entry into force
1. This Decree comes into force as
of February 11, 2022
2. This Circular supersedes
Circular No.10/2020/TT-BNNPTNT dated September 09, 2020 of the Minister of
Agriculture and Rural Development of Vietnam on list of permissible and banned
plant protection chemicals in Vietnam.

1. Director of
Plant Protection Department, heads of units affiliated to the Ministry of
Agriculture and Rural Development, Directors of Departments of Agriculture and
Rural Development of provinces, relevant organizations and individuals shall be
responsible for the implementation of this Circular.
2. Any
difficulty or problem that arises during the implementation of this Circular
should be reported to the Ministry of Agriculture and Rural Development (via
the Plant Protection Department) for consideration and resolution.
