AMENDMENTS TO SOME ARTICLES OF CIRCULAR NO. 14/2025/TT-BXD DATED JUNE 30, 2025
OF THE MINISTRY OF CONSTRUCTION ON DRIVER TRAINING; TRAINING, EXAMINATION AND
ISSUANCE OF CERTIFICATE OF ROAD TRAFFIC ORDER AND SAFETY LAWS
Pursuant to the Laws on road traffic Order and Safety No.
36/2024/QH15; Law on amendments to some articles of 10 laws related to security
and order No. 118/2025/QH15;
Pursuant to Decree No. 94/2026/ND-CP dated March 31, 2026
of the Government on driver training and driving test activities;
Pursuant to Decree No. 33/2025/ND-CP dated February 25,
2025 of the Government on functions, tasks, powers and organizational structure
of the Ministry of Construction of Vietnam;
At the request of the Director General of Department of
Transport and Traffic Safety; and Director General of Department for Roads of
Vietnam;
The Minister of Construction promulgates the Circular on
amendments to some articles of Circular No. 14/2025/TT-BXD dated June 30, 2025
of the Ministry of Construction on driver training; training, examination and
issuance of certificate of road traffic order and safety laws.

“a) Driving training facilities
shall organize examination to evaluate the completion of training course
including theory test which includes theory questions issued by the Ministry of
Public Security; test on simulation of traffic situations; and practical test
which includes continuous exams, operating the vehicle forward and backward in
a zigzag and driving on roads;
b) The learners are eligible to participate in
end-of-course test when they have participated in a minimum of 70% of theory
lessons; have achieved the required time and have at least 50% of the total
distance in practical driving training on the training yard; or have achieved
the required distance and have at least 50% of the time in practical driving
training on roads;
c) The procedures for examination and evaluation of the
results for completion of the training course: theory test and practical test
including continuous exams and driving on roads shall comply with procedures
for driving test issued by the Ministry of Public Security; test on simulation
of traffic situations shall comply with Appendix XXVIII attached to this
Circular based on a 10-point scale (from 1 to 10) and rounded to the nearest
tenth; and test on operating the vehicle forward and backward in a zigzag shall
comply with Appendix XXIX based on a 10-point scale (from 1 to 10) and rounded
to the nearest tenth;
d) Learners who achieve required scores of theory test,
practical test including continuous exams and driving on roads for the
corresponding categories in accordance with procedures for driving test issued
by the Ministry of Public Security; and achieve a minimum score of 5.0 or
higher in traffic situation simulation and operating the vehicle forward and
backward in a zigzag shall be considered having completed the training course.”.

2. Amendments to clause 4,
Article 7: “4.
End-of-course test
a) Driving training facilities shall organize examination to
evaluate the completion of training course including theory test which includes
theory questions issued by the Ministry of Public Security; test on simulation
of traffic situations; practical test for driver license of categories C, D1,
D2 and D which includes continuous exams, operating the vehicle forward and
backward in a zigzag and driving on roads; and practical test for driver
license of categories BE, C1E, CE, D1E, D2E and DE which includes continuous
exams and driving on roads;
b) The learners are eligible to participate in
end-of-course test when they have participated in a minimum of 70% of theory
lessons; have achieved the required time and have at least 50% of the total
distance in practical driving training on the training yard; or have achieved
the required distance and have at least 50% of the time in practical driving
training on roads;
c) The procedures for examination and evaluation of the
results for completion of the training course: theory test and practical test
including continuous exams and driving on roads shall comply with procedures
for driving test issued by the Ministry of Public Security; test on simulation
of traffic situations shall comply with Appendix XXVIII attached to this
Circular based on a 10-point scale (from 1 to 10) and rounded to the nearest
tenth; and test on operating the vehicle forward and backward in a zigzag shall
comply with Appendix XXIX based on a 10-point scale (from 1 to 10) and rounded
to the nearest tenth;
d) Learners who achieve required scores of theory test,
practical test including continuous exams and driving on roads for the
corresponding categories in accordance with procedures for driving test issued
by the Ministry of Public Security; and achieve a minimum score of 5.0 or
higher in traffic situation simulation and operating the vehicle forward and
backward in a zigzag shall be considered having completed the training course.”.
Article 4. Amendments to clause 3,
Article 9
“3.Training facilities for motorcycle operators of
categories A1, A and B1 shall use documents prescribed in points a, e and g,
clause 2 of this Article for training management.”

“2. Learners who wish
to upgrade their driving licenses shall meet requirements prescribed in clause
4, Article 60 of the Law on Road Traffic Order and Safety No. 36/2024/QH15. The
specific safe driving time for each license category is as follows:
a) From B1 to C1, B to C, B to D1, B to BE, C1 to C, C1 to
D1, C1 to D2, C1 to C1E, C to D1, C to D2, D1 to D2, D1 to D, D1 to D1E, D2 to
D, D2 to D2E, D to CE, D to DE: The specific safe driving time shall be above
02 hours;
b) From B to D2, D1 to CE, D2 to CE, C to CE, C to D: The
safe driving time shall be above 03 years.”.
Article 6. Amendments to point b,
clause 2, Article 14
“b) A copy of the
certificate of completion of lower secondary education or higher, or a diploma
of lower secondary education or higher in cases where learners wish to upgrade their
driving license to categories D1, D2 and D (present the copy attached with the
original, certified copy, electronic copy certified from the original document,
or electronic copy issued from the original);”.
Article 7. Amendments to Article 22
“Article 22. Issuance
of certificates
Within 05 working days from the issuance of qualified
results, the heads of the facilities providing training for road traffic order
and safety laws shall issue paper or electronic certificates to the learners.
In cases of electronic certificates, the facilities shall post such
certificates on the information system on certificate of road traffic order and
safety laws at such facilities for learners to print or store it on electronic
devices."

“a) Individuals shall
apply 01 set of application to the facilities providing training for road
traffic order and safety laws that issued the certificates. If the facility issuing
the certificates is no longer operating, individuals shall submit the
application in person, by post or via the National public service portal to the
Department of Construction of the area where the issuing authority was located
at the province-level or commune-level Public Service Center.”.
2. Amendments to point c,
clause 3, Article 23:
“c) Within 02 working
days from the receipt of valid application, the heads of facilities providing
training for road traffic order and safety laws or Departments of Construction
shall re-issue the certificate. In cases of refusing to re-issue the
certificate, a written response with clear reasons shall be provided;”.
3. Amendments to point d,
clause 3, Article 23:
“d) The return of
paper certificates shall be carried out at facilities providing training for
road traffic order and safety laws. Electronic certificates shall be posted on
the information system on certificate of road traffic order and safety laws at
facilities providing training for road traffic order and safety laws.
In cases where Departments of Construction issue the
certificates, the certificates shall be returned via the National public
service portal, or the province-level or commune-level information system on
handling administrative procedures. An additional paper certificate shall be
provided to individuals in accordance with their need.”.
Article 9. Amendments to some
points and clauses of Article 27
1. Amendments to point b,
clause 2, Article 27:
“b) At least 50 years
for data on issuance of certificates of road traffic order and safety laws.”.

“3. The time limit
for storing data at facilities providing training for road traffic order and
safety laws: At least 03 years for data on training and examination on road
traffic order and safety laws; at least 50 years for data on issuance of
certificates of road traffic order and safety laws.”.
Article 10. Addition of point d to
clause 1, Article 28
“d) Conduct annual
reviews to update and announce the list, identification signs and methods for
handling of traffic methods.”.
Article 11. Amendments to some
points and clauses of Article 29
1. Amendments to point b,
clause 3, Article 29:
“b) Operate the
information system on management and supervision of driver training, and the
information system on certificate of road traffic order and safety laws at
Departments of Construction as prescribed by laws;”.
2. Amendments to point d,
clause 3, Article 29:
“d) Use data on the
information systems on management and supervision of driver training, and the
information system on certificate of road traffic order and safety laws at
Departments of Construction, driving training facilities and facilities
providing training for road traffic order and safety laws for inspection and
provision of information to competent authorities;”.

“e) Organize training
for new operators and training for upgrade of driving licenses in accordance
with the capacity, location and vehicle category prescribed in the driver
training license for automobile driving training facilities, or the plan for
training motorcycle operators for motorcycle driving training facilities; issue
certificates of completion of driver training courses using the form in
Appendix XIX attached to this Circular; arrange the number of learners for
practical driving training for each type of license category so that it does
not exceed the capacity regarding the number of training vehicles and
instructors available at training facilities;”.
2. Amendments to point k,
clause 1, Article 30:
“k) Use the following
results for management of driver training and evaluation of completion of
training courses for automobile operators: results of supervision of the
learning process, examination results, practical driving training results
through DAT data and DATA management data on information systems on management
and supervision of driver training of driving training facilities and of
Department for Roads of Vietnam, results of practical driving training on the
driving simulator in accordance with the training content, time and distance
prescribed in Articles 6 and 7 of this Circular; use results of supervision of
the learning process and examination results (for category B1) for management
of motorcycle training and evaluation of completion of training courses for
motorcycle operators in accordance with the training content, time and distance
prescribed in Article 5 of this Circular;”.
3. Amendments to point o,
clause 1, Article 30:
“o) Submit and take
responsibilities for the truthfulness and accuracy of the list of information
of learners eligible for certificates of completion of driver training courses to
Departments of Construction within 02 working days from the issuance of such
certificates; submit them to authorities responsible for examination of police
authorities when they make a request.”.
4. Amendments to clause 2,
Article 30: “2.
Regarding management of the information systems:
a) Invest, maintain and upgrade the information system on
management and supervision of driver training of driving training facilities;
receive and operate the software serving management and supervision of driver
training at driving training facilities handed over by the Department for Roads
of Vietnam; and transmit all data prescribed in points a, b, g and h, clause 1,
Article 25 to Departments of Construction;
b) Operate the information systems on management and
supervision of driver training at driving training facilities as prescribed by
laws;
c) Prepare, compare, take responsibilities for the accuracy
of learners’ information, training process, training results, and reports on
registration for driver training course in accordance with the laws;

dd) Promulgate regulations on operation and assurance of
cybersecurity; regulations on using shared accounts and data on information
systems of training facilities and shared information systems in accordance
with laws on information technology and cybersecurity;
e) Provide data on information systems on management and
supervision of driver training at driving training facilities for inspection,
review and provision of information to competent authorities when they make a
request.”.
Article 13. Amendments to clause
2, Article 31
“2. Regarding
management of the information systems:
a) Invest, maintain and upgrade the information system on
certificate of road traffic order and safety laws of facilities providing
training for road traffic order and safety laws; receive and operate the
software serving management of issuance of certificates of road traffic order
and safety handed over by the Department for Roads of Vietnam before July 01,
2026; and transmit all data prescribed in point a, clause 4, Article 25 to the
Departments of Construction;
b) Operate information systems on certificate of road
traffic order and safety laws at facilities providing training for road traffic
order and safety laws as prescribed by laws;
c) Prepare, compare, take responsibilities for the accuracy
of learners’ information and results for issuance of certificates as prescribed
by laws;
d) Fully store information prescribed in clause 3, Article
27 of this Circular and laws on archive;
dd) Promulgate regulations on operation and assurance of
cyber information security; regulations on using accounts and data on
information systems of training facilities and shared information systems in
accordance with laws on information technology and cybersecurity;

Article 14. Addition and

1. Addition of some
Appendices to Circular No. 14/2025/TT-BXD:
a) Appendix XXVIII is added to Circular No. 14/2025/TT-BXD by
using Appendix I attached to this Circular;

Article 15. Transitional provision
1. For training courses
that commenced but have not yet conducted end-of-course tests before the
effective date of this Circular, training facilities shall evaluate results of
theory tests and practical tests of learners in accordance with Circular No.
14/2025/TT-BXD dated June 30, 2025 of the Minister of Construction.
2. Certificates of
completion of driver training course, and certificates of road traffic order
and safety laws issued before the effective date of this Circular shall remain
valid as prescribed by laws.
Article 16. Implementation clause
This Circular comes into force from July 01, 2026.
