DECISION
ON APPROVAL OF
SCHEME FOR INTERNATIONAL INTEGRATION IN EDUCATION AND TRAINING TILL 2030
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on Organization of the
Government dated June 19, 2015; the Law on Amendments to the Law on
Organization of the Government and the Law on Organization of the Local
Government dated November 22, 2019;
Pursuant to Law on Education dated June 14,
2019;
Pursuant to the Law on Higher Education dated
June 18, 201 and Law on amendments to the Law on Higher Education dated
November 19, 2018;
Pursuant to Resolution No. 44/NQ-CP dated June
9, 2014 of the Government on Action Programme of the Government implementing
the Resolution No. 29-NQ/TW dated November 04, 2013 at the 8th Conference of
the 11th Central Executive Committee on radical changes in education and
training to meet the requirements of the industrialization and modernization in
a Socialist-oriented market economy in the course of the international
integration;
Pursuant to Resolution No. 99/NQ-CP dated August
30 of the Government on 2021 – 2026 Government’s Action Program for
implementation of the National Assembly’s Resolution regarding the
Socio-Economic Development Plan during the 5-year period from 2021 to 2025;

Pursuant to Conclusion No. 91-KL/TW dated August
12, 2024 of the Politburo on further implementation of Resolution No. 29-NQ/TW
dated November 4, 2013 of the 11th Central Executive Committee on radical
changes in education and training to meet the requirements of the
industrialization and modernization in a Socialist-oriented market economy in
the course of the international integration;
At the request of the Minister of Education and
Training.
HEREBY DECIDES:
Article 1. The Scheme for international
integration in education and training till 2030 (hereinafter referred to as
"Scheme") is herein approved. The Scheme shall, inter alia, include
the following contents:
I. VIEWPOINTS
1. Promote international integration in education
and training in accordance with the viewpoints, guidelines, and directions of
the Communist Party of Vietnam and the State, particularly as outlined in
Resolution No. 29-NQ/TW dated November 4, 2013, of the 8th Central Committee,
11th Tenure, on radical changes in education and training to meet the
requirements of the industrialization and modernization in a Socialist-oriented
market economy in the course of the international integration, as well as
Conclusion No. 91-KL/TW dated August 12, 2024, of the Politburo on the further
implementation of Resolution No. 29-NQ/TW dated November 4, 2013.
2. Actively and proactively engage in comprehensive
and in-depth international integration in education and training; selectively
absorb world’s experience to innovate and improve the quality of education and
training in Vietnam; intensify international exchanges and cooperation in
education, training, culture, and academia; improve Vietnam's international
position and reputation.
3. Intensify international cooperation and
integration in education and training with other countries, international
partners, especially those with advanced education systems, neighboring
countries, strategic partners, comprehensive partners, and traditional friends.
4. Promote multilateralization and diversification
of forms of cooperation and investment with foreign partners in education and
training; leverage potentials and strengths, seize opportunities to mobilize,
attract, and efficiently use resources to enhance the scale and quality of
human resources, particularly high-quality human resources.

II. OBJECTIVES
1. General objectives
Promote international integration in education and
training aims improve the quality of education, training and create
high-quality human resources to serve the objective of socio-economic
development, promoting people-to-people relations, and international
cooperation in various other fields.
2. Specific objectives
a) Have at least 10 administrative units
participate in UNESCO's Global Network of Learning Cities by 2030; strive to
have 5 more provinces/cities with early childhood and general education
institutions providing integrated international education programs.
b) Strive for 100% of general education students to
have the foreign language proficiency level as required by the foreign language
subject in the general education program; improve foreign language proficiency
and the ability to teach other subjects in a foreign language for teachers,
lecturers, and educational management staff at all levels; gradually introduce
English as the second language in schools.
c) Have over 20% of international training programs
linked with foreign educational institutions ranked in the top 500 in the
world; increase the percentage of international students enrolling in
Vietnamese bachelor’s degree programs to 1.5%; increase the ratio of total
Vietnamese faculty members going abroad and foreign faculty members coming to
teach, conduct research, and engage in academic exchanges annually to 8% of the
total number of Vietnamese faculty.
d) Have over 80% of higher education institutions
with at least 3 research topics, joint research programs, or collaborative
projects with foreign countries annually.
dd) Have over 20% of training programs in
Vietnamese higher education institutions that satisfy the quality accreditation
standards of reputable international accreditation organizations.

III. TASKS AND SOLUTIONS
1. Completing mechanisms and
policies in education and training
a) Review and improve mechanisms and policies to
attract foreign students to study and conduct research at Vietnamese higher
education institutions.
b) Review and improve regulations on standards and
credentials for foreign teachers teaching at educational institutions to align
with international practices and applicable Vietnamese regulations.
c) Review and complete mechanisms and policies on
cooperation, organization of Vietnamese language teaching and promotion of
national culture for foreigners and overseas Vietnamese.
d) Develop breakthrough mechanisms and policies to
attract and use foreign experts, scientists, and overseas Vietnamese for
teaching, researching, and working at Vietnamese higher education institutions.
2. Promoting cooperation and
creating an international environment in education and training
a) Actively expand bilateral and multilateral
cooperation, which prioritize neighboring countries, countries with advanced
education systems, strategic partners, comprehensive partners, and traditional
friends; promote cooperation with leading global education and training
partners. Promote the conclusion and effective implementation of international
agreements and treaties, prioritizing fulfilling international commitments,
programs, projects, and scholarship programs.
b) Promote international integration in programs
and teaching materials, methods; research and develop new school models based
on international experiences to create an international working environment in
educational institutions. Intensify partnerships between Vietnamese general
education institutions and foreign education institutions.

d) Encourage Vietnamese higher education
institutions to upgrade domestic scientific journals to meet international
standards and increase the proportion of faculty publishing scientific articles
in reputable international scientific journals.
dd) Increase the scale of overseas training using
the state budget for lecturers in spearhead scientific sectors that are in
demand in Vietnam; encourage overseas study and scientific research using
non-state budget sources.
e) Promote cooperation and investment with foreign
countries; encourage the establishment of representative offices or some
Vietnamese educational institutions abroad; enable high-quality, reputable
foreign educational institutions to open branches in Vietnam.
3. Ensuring and improving the
quality of education and training
a) Improve the quality of training, scientific
research, and technology transfer to meet international integration needs;
innovate management, programs and teaching methods towards promoting
international integration.
b) Refer the Vietnamese national qualifications
framework to national qualifications frameworks of other countries and regions;
promote the recognition of degrees/diplomas and training processes with foreign
countries; encourage Vietnamese higher education institutions and high-quality
foreign higher education institutions to recognize credits and training
processes.
c) Improve the quality of teaching and learning
foreign languages, especially English, at all levels of education and training;
gradually make English the second language in schools; promote international
cooperation in teaching and learning foreign languages.
d) Participate in international education quality
assessment and ranking programs for both general and higher education.
dd) Enable reputable regional and international
accreditation organizations to operate in Vietnam and encourage Vietnamese
higher education institutions to carry out international accreditation.

4. Improve capacity and
awareness of international integration
a) Review and improve standards for teachers and
teacher training, training programs, materials, and quality accreditation
standards to align with regional and international standards.
b) Organize regular training to improve the
international integration capacity of educational management staff, teaching
staff, and especially those involved in international cooperation.
c) Promote communication and raise awareness among
teachers, lecturers, and educational management staff about international
integration in education and training.
IV. IMPLEMENTATION
FUND
1. The fund for the Scheme is allocated in the
annual state budget expenditure estimate of ministries, central, local
authorities in accordance with the Law on State Budget and other legal sources.
2. The use of funds for the Scheme shall comply
with laws on decentralization of the state budget, public investment, financial
mechanisms for public service providers and the law on funding of non-public educational
institutions.
V. ORGANIZATION

b) Take charge in developing international
integration plans and programs to promote cooperation and investment in
education and training (bilateral, multilateral, regional, etc.) long-term and
annually.
c) Research and propose breakthrough mechanisms and
policies on: attracting foreign experts and overseas Vietnamese to teach,
research and work at domestic educational institutions; organize teaching and
learning in foreign languages at Vietnamese educational institutions.
d) Encourage Vietnamese educational institutions
and countries to recognize and convert credits; implement recognition of
degrees/diplomas between Vietnam and countries within the region and around the
world.
dd) Implement the teaching of Vietnamese language
abroad and send Vietnamese language lecturers to teach abroad.
e) Direct affiliated educational institutions to
carry out international integration activities within the framework of the
Scheme.
g) Organize guidance, inspection, supervision, and
periodic reports on implementation status to be submitted to the Prime Minister
within their management; summarize the Scheme after completion of
implementation.
2. The Ministry of Finance shall
Based on the functions, tasks, ability to balance
the state budget, and proposals of the Ministry of Education and Training,
related ministries and central agencies, the Ministry of Finance shall annually
compile and submit to the competent authorities for budget allocation for
central agencies to implement the Scheme in accordance with laws on the state
budget.
3. The Ministry of Foreign Affairs shall

b) Cooperate with the Ministry of Education and
Training in intensifying cooperation with countries in education and training;
actively participating in and promoting initiatives at forums, cooperation
mechanisms in education and training.
c) Cooperate with the Ministry of Education and
Training in implementing the teaching of Vietnamese language abroad and sending
Vietnamese language teachers to teach abroad.
4. The Ministry of Public Security shall
a) Take charge and cooperate with the Ministry of
Education and Training and relevant ministries, central and local authorities
in monitoring, preventing, detecting, and promptly handling violations of laws
on national security, order, and social safety during the implementation of
international integration in education and training.
b) Review legislative documents related to visa
regulations to enable the entry of foreign experts, scientists, and students
for research, work, and study in Vietnam.
5. The Ministry of Information and Communications
shall
Take charge in disseminating information about the
Scheme to raise the public's awareness of Vietnam's international integration
in education and training and introduce achievements in international
integration of Vietnam's education and training to the world.
6. Ministries and central authorities that directly
managing higher education institutions shall
a) Within jurisdiction, implement the Scheme
approved by the Prime Minister.

7. People's Committees of provinces and centrally
affiliated cities
a) Organize the implementation of the Scheme at the
local level in accordance with the law.
b) Allocate local budgets to implement the Scheme
in accordance with state budget laws.
c) Direct local educational institutions to carry
out international integration in education and training.
Article 2. This Decision comes into force
from the day which it is signed.
Article 3. Ministers, Heads of ministerial
agencies, Heads of Government agencies, Chairmen of People's Committees of
provinces and centrally affiliated cities and relevant agencies and
organizations are responsible for implementing this Decision./.
