DECISION
ON
THE ESTABLISHMENT OF THE NATIONAL COUNCIL FOR SCIENTIFIC AND TECHNOLOGICAL
POLICIES
THE PRIME MINISTER
Pursuant to the Law on
Organization of the Government of September 30, 1992;
At the proposal of the Minister of Science, Technology and Environment,
DECIDES:
Article 1.- To establish
the National Council for Scientific and Technological Policies to advise the
Prime Minister on the important issues related to the national scientific and
technological development, more concretely:
- The orientation and strategy
for the development of sciences and technologies as well as scientific and
technological fields to be given priority in each period.
- The major policies for
promoting the scientific and technological development.

- The major objectives of the
five-year and annual plans for scientific and technological development.
- The State-level scientific and
technological programs.
- Other important scientific and
technological issues its comments on which are required by the Prime Minister
or are deemed necessary to propose to the Prime Minister by the Council.
Article 2.- The National
Council for Scientific and Technological Policies shall be composed of the
Chairman, one Vice Chairman and its members, who are scientists from various
fields of research such as natural sciences, social sciences and humanities,
technologies, and scientific cadres working in State enterprises (in attached
list).
Article 3.- The members
of the National Council for Scientific and Technological Policies shall work on
their own personal behalf, not representing their agencies and organizations
and shall have to participate in all activities of the Council, shall be
entitled to use necessary information and facilities of their respective units
in service of the performance of tasks assigned by the Council, in accordance
with the State's current regimes and regulations.
Article 4.- The Minister
of Science, Technology and Environment shall have to elaborate and submit to
the Prime Minister for approval the Regulation on Organization and Operation of
the National Council for Scientific and Technological Policies.
Article 5.- The National
Council for Scientific and Technological Policies shall have its assisting
office located at the Ministry of Science, Technology and Environment. The
staff of the office is neat in size and included in the total payroll of the
Ministry of Science, Technology and Environment.
Article 6.- This Decision
takes after its signing.
Article 7.- The Chairman and
members of the National Council for Scientific and Technological Policies, the
ministers, the heads of the ministerial-level agencies, the heads of the
agencies attached to the Government, the presidents of the People's Committees
of the provinces and cities directly under the Central Government shall have to
implement this Decision.
