DECISION ON

PROMULGATION OF THE STRATEGY FOR DEVELOPMENT OF VIETNAM'S SEMICONDUCTOR INDUSTRY TO 2030 AND VISION TO 2050

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law on amendments to the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on certain orientations and policies for proactively participating in the Fourth Industrial Revolution;

Pursuant to Resolution No. 29-NQ/TW dated November 17, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045;

Pursuant to Resolution No. 01/NQ-CP dated January 5, 2024 of the Government on key tasks and solutions to implement the socio-economic development plan and state budget estimates for 2024;

HEREBY DECIDES:

Article 1. Promulgate the Strategy for the development of Vietnam's semiconductor industry to 2030 and vision to 2050 (hereinafter referred to as the Strategy) with the following contents:

I. CONTEXT

1. The global semiconductor industry is undergoing significant shifts and adjustments, with emerging trends creating opportunities to bolster domestic semiconductor manufacturing capabilities and self-sufficiency.

The semiconductor industry, playing a pivotal role in the digital economy, is increasingly affirming its significance as the world enters the era of the Fourth Industrial Revolution (Industry 4.0). Semiconductors have been widely adopted in various aspects of economic and social life.

Previously, the global semiconductor supply chain had evolved into a highly specialized model, concentrated in a few countries, regions, and territories; no single country possessed complete self-sufficiency in the semiconductor sector. In recent years, intense competition among major countries has necessitated adjustments in semiconductor strategies, focusing on enhancing domestic capabilities and promoting supply chain diversification.

2. Vietnam possesses geopolitical advantages and a skilled semiconductor workforce.  This presents Vietnam’s opportunities for deeper integration into the global semiconductor supply chain.

Vietnam is situated at the heart of a region accounting for 70% of global semiconductor production; is a country with stable political environment, is among the fastest growing countries; and enjoys strategic partnerships with many semiconductor powerhouses.

Vietnam has potential for rare earth reserves, estimated at around 20 million tonnes.  Vietnam is one of the 16 most populous countries in the world, with a young population, benefits from a skilled STEM workforce capable of rapidly meeting the workforce demands of the semiconductor industry.

These are the potential advantages that enable Vietnam to participate in various stages of the global semiconductor supply chain and ultimately develop a comprehensive domestic semiconductor ecosystem.

II. FORMULA FOR DEVELOPING VIETNAM'S SEMICONDUCTOR INDUSTRY

The Strategy outlines a roadmap for developing Vietnam's semiconductor industry from now until 2030, with a vision to 2050, following this formula:

C: Chip (Semiconductor Chip);

S: Specialized (Specialized Chip);

E: Electronics (Electronics, Electronic Industry);

T: Talent (Talent, Human Resources);

1. Regarding semiconductor chips

The Internet of Things (IoT) and Artificial Intelligence (AI) are core technologies of the Fourth Industrial Revolution (4.0). IoT digitizes the real world, creates a digital world, creates data.   AI processes data and creates new values.  The core of IoT and AI is semiconductor chips.

The semiconductor industry and semiconductor chips have been present in nearly all devices and aspects of society; have shaped, are shaping, and will continue to shape the world; have a significant impact on economic and national defense security. The semiconductor industry is part of a very large and global picture, which is digital transformation.

2. Regarding specialized chip orientation

The 4.0 Industrial Revolution is related to core technologies such as AI, IoT, and industrial automation. These applications demand very high computational performance, large data processing capabilities, and rapid response times.  Specialized chips are designed to optimize these needs, delivering higher performance than general-purpose chips.  Additionally, to meet specific requirements such as low power consumption for IoT, high security for critical national infrastructure, and unique demands in sectors like telecommunications, healthcare, transportation, and energy, specialized chips are essential.

General-purpose chips when applied to specialized applications will not use full capacity, causing waste, particularly in terms of power consumption and high cost. General-purpose chips are often produced by only a few manufacturers. Specialized chips offer greater diversity, creating more opportunities for manufacturers and driving technological innovation.

With the third industrial revolution being represented by general-purpose chips, the fourth industrial revolution is characterized by specialized chips.  Countries that are latecomers in the semiconductor industry should focus on developing specialized chips.

3. Regarding orientation of the electronics industry

The development of Vietnam's semiconductor industry must go hand-in-hand with the growth of the electronics industry and digital transformation to create downstream applications for semiconductor chips. Semiconductor chips are a critical input component of electronic devices.  Focusing solely on semiconductor chip production would lead to output dependency on electronic device manufacturers. Countries like Japan, South Korea, and Taiwan, which have achieved significant breakthroughs, all have thriving electronics industries.

The electronics industry encompasses both consumer electronics and specialized electronic equipment for sectors like telecommunications, healthcare, energy, automotive, aerospace, national defense, and security,  which is significantly larger than the semiconductor industry. The digital transformation industry is even larger.  Through digital transformation and the digitalization of the physical world, the demand for specialized semiconductor chips for the electronics and digital transformation industries will far exceed the demand for traditional electronic devices. Specialized chips are also easier to manufacture and have lower costs compared to general-purpose chips.

4. Regarding orientations of human resources and talents{>

The first step in the strategy is to establish Vietnam as a global talent hub for the semiconductor industry, thereby facilitating the development of a domestic semiconductor industry. A global talent hub encompasses not only a workforce for domestic needs but also for semiconductor outsourcing and labor exports. A skilled workforce will attract research, design, manufacturing, packaging, and testing investments to Vietnam. With the ability to quickly meet labor demands through reskilling and upskilling the abundant existing workforce of electronics, telecommunications, information technology, and digital technology engineers, along with the advantage of a strong STEM talent pool, Vietnam is well-positioned to become a global workforce hub for the semiconductor industry. Human capital is the core pillar and the foundation for building Vietnam's semiconductor industry.

Developing a workforce both in breadth and depth, human resources are the top priority and the decisive factor. Enhancing training and leveraging existing talent, especially in STEM fields, will enable Vietnam to become a global semiconductor workforce hub capable of meeting the workforce needs of all stages of semiconductor operations.

Workforce preparation should be based on long-term forecasting and vision, while remaining responsive to market demands. Promote the signing of commitments on human resource needs between training institutions and domestic and foreign semiconductor enterprises to create job placement and ensure successful training outcomes.  At the national level, Vietnam should enter into international cooperation agreements on semiconductor workforce supply with countries facing semiconductor labor shortages.

In addition to long-term training such as STEM training from primary to tertiary levels and postgraduate levels, short-term training programs should be highly prioritized.  Reskilling, upskilling, and transitioning IT engineers, software engineers, and electronics engineers is the most effective short-term approach. To ensure adequate teachers, instructors, facilities, and curricula, cooperation between semiconductor companies and training institutions is essential. Government investment in training institutions is also necessary. Retraining teachers and attracting foreign semiconductor teachers, particularly overseas Vietnamese, should be a top priority in the initial stages.

5. Vietnam's position in the global semiconductor supply chain (+ 1)

The global semiconductor industry is undergoing a restructuring towards supply chain diversification with the "X+1" model, not only in manufacturing but across all stages of the semiconductor industry. Countries with existing semiconductor industries, or parts thereof, are seeking additional locations in other countries to ensure security.  Vietnam, with its strong strategic relationships with most semiconductor powerhouses, has the potential to be one of the few “+1” countries and attract Foreign Direct Investment (FDI) across the entire semiconductor value chain.

Vietnam will attract FDI under the "X+1" model. With this model, Vietnam will become an attractive “+1” option, providing security for the global semiconductor industry. Vietnam offers not only infrastructure, land, electricity, water, transportation, telecommunications, and tax incentives, but also security for the semiconductor industry. As the semiconductor industry has a significant impact on economic and national security, ensuring security will always be a top priority.

From now until 2050, Vietnam will deploy the formula C = SET + 1 to execute its strategy with a development perspective of moving from human resources to research, design, packaging, testing, and manufacturing; promoting strategic cooperation with key countries, regions, and territories in the global semiconductor ecosystem; and combining the government's long-term orientation with market flexibility in the short term.

III. VISION TO 2050

Vietnam aims to develop its semiconductor industry in three phases by 2050:

Phase 1 (2024 - 2030): leverage geopolitical advantages and semiconductor human resources to attract selective FDI, develop into a global semiconductor workforce hub, and establish basic capabilities in all stages of the semiconductor industry, from research and design to manufacturing, packaging, and testing.

Phase 2 (2030 - 2040): become one of the global semiconductor and electronics industry centers; develop a semiconductor and electronics industry that combines self-reliance and FDI.

Phase 3 (2040 - 2050): become a world-leading country in the semiconductor and electronics industry; master research and development in semiconductors and electronics.

IV.  OBJECTIVES AND DEVELOPMENT ROADMAP

The development of Vietnam's semiconductor industry will follow a three-phase roadmap with the following specific objectives:

b) Achieve a semiconductor industry revenue of over USD 25 billion annually in Vietnam, with a value-added ratio of 10-15%; achieve an electronics industry revenue of over USD 225 billion annually in Vietnam, with a value-added ratio of 10-15%.

c) Develop a semiconductor workforce of over 50,000 engineers and bachelor's degree holders with a suitable structure and quantity to meet the development needs.

2. Phase 2 (2030 - 2040):

a) Develop a semiconductor industry combining self-reliance and FDI, establishing at least 200 design enterprises, 2 semiconductor chip manufacturing plants, and 15 semiconductor packaging and testing plants; gradually achieve self-reliance in the design and manufacturing technologies of specialized semiconductor products.

b) Achieve a semiconductor industry revenue of over USD 50 billion annually in Vietnam, with a value-added ratio of 15-20%; achieve an electronics industry revenue of over USD 485 billion annually in Vietnam, with a value-added ratio of 15-20%.

c) Develop a semiconductor workforce of over 100.000 engineers and bachelor's degree holders with a suitable structure and quantity to meet the development needs.

3. Phase 3 (2040 - 2050):

a) Form at least 300 design enterprises, 3 semiconductor chip manufacturing plants, 20 semiconductor packaging and testing plants; master research and development in the semiconductor field.

b) Achieve a semiconductor industry revenue of over USD 100 billion annually in Vietnam, with a value-added ratio of 20-25%; achieve an electronics industry revenue of over USD 1.045 billion annually in Vietnam, with a value-added ratio of 20-25%.

d) Improve the Vietnamese semiconductor ecosystem, with self-reliance and a leading position in certain stages and segments of the production chain.

V. TASKS AND SOLUTIONS

Based on the aforementioned content, the Strategy outlines five tasks with specific implementation solutions:

1. Development of specialized chips:

a) Research and develop core technologies and breakthrough next-generation specialized chip products through investments in core technology research centers for semiconductors, focusing on areas such as AI chips and IoT chips. Establish mechanisms for joint support, shared use of laboratory infrastructure and research facilities; expand research and development, technology transfer at the national level, research institutes, universities, and enterprises in the semiconductor field.

b) Develop a domestic semiconductor industry ecosystem, connecting with the semiconductor industry ecosystems of strategic partners; build a foundation and shared tools to support startups, train experts, and design and develop semiconductor chips; promote the development and use of specialized chips in various industries such as high-tech agriculture, automation, consumer electronics, digital transformation, etc.

c) Establish a special state incentive and support mechanism for investment and finance to invest in building a small-scale, high-tech semiconductor chip manufacturing plant to serve the needs of research, design, and manufacturing of semiconductor chips.

d) Support enterprises and research training institutions to order the production of semiconductor chips using the Multi-Project Wafer (MPW) model to save time and manufacturing costs, encouraging research projects and startups in the semiconductor field.

2. Development of the electronics industry

b) Implement policies prioritizing the use of state budget to procure domestic electronic equipment to promote and develop the domestic electronics market.

c) Support and encourage large domestic corporations and enterprises to produce new-generation electronic devices, aiming to develop into multinational corporations to enhance global competitiveness and develop international markets; establish preferential mechanisms to encourage digital technology enterprises to expand investment and production of new-generation electronic devices; support startup activities in the semiconductor and electronics field.

d) Develop a supporting industry ecosystem, promote technology transfer, and encourage joint ventures and cooperation with foreign enterprises to serve the production of new-generation consumer and specialized electronic devices.

dd) Support and encourage Vietnamese semiconductor and electronics enterprises to participate in the National Brand Development Program, targeting domestic, regional, and international markets; promote trade and investment in the semiconductor and electronics industry in key markets; select certain semiconductor and electronic products for the National Product Development Program.

3. Development of human resources and attraction of talents in the semiconductor field

a) Develop and implement a Semiconductor Industry Human Resource Development Project by 2030, with a vision to 2050. Prioritize and focus on reskilling, upskilling, and transitional training for the existing abundant workforce of electronics, telecommunications, information technology, and digital technology engineers, along with the advantage of a STEM-skilled workforce based on long-term forecasting and vision, closely following market demands.

b) Provide funding for training activities, curriculum development, and university and postgraduate research; invest in and purchase modern equipment for training institutions and research institutes; develop data centers and supercomputing systems to serve research, training, and development in the semiconductor, electronics, and new digital technologies such as artificial intelligence, cloud computing, etc.

c) Establish breakthrough mechanisms and policies to attract and nurture top domestic and international talents and experts in the semiconductor and electronics field; connect domestic and international leading experts, especially Vietnamese experts working abroad, to form a Vietnamese Innovation Network in the semiconductor field.

d) Cooperate with countries facing a semiconductor workforce shortage to supply human resources; promote the signing of commitments on workforce needs between training institutions and domestic and foreign semiconductor and electronics enterprises, to ensure job placement and a successful training outcomes.

a) Establish the highest incentive mechanisms to selectively attract foreign direct investment with high technological content in the semiconductor and electronics industry from both central and local budgets; establish a single-window administrative mechanism for investment projects in the semiconductor and electronics industry.

b) Research and establish an investment support fund to mitigate the impact of the global minimum corporate tax.

c) Prioritize foreign enterprises in the semiconductor and electronics field that conduct research and development in Vietnam, utilize Vietnamese supporting industries, and form joint ventures with Vietnamese enterprises; facilitate joint ventures between state-owned enterprises, private enterprises, large enterprises, and small and medium-sized enterprises with foreign enterprises in the semiconductor and electronics field.

d) Establish a fast-track mechanism and other mechanisms to facilitate supporting enterprises and enterprises importing and exporting goods, materials, components related to the semiconductor industry, new-generation consumer and specialized electronic devices.

dd) Invest in developing digital infrastructure, power infrastructure, water supply and drainage infrastructure, apply electricity and water price support mechanisms to meet the requirements of semiconductor and electronic device manufacturing plants in planned areas; prioritize the development of renewable and green energy to serve the semiconductor and electronics industry.

5. Other tasks and solutions

a) Establish a National Steering Committee for the Development of the Semiconductor Industry (Steering Committee), headed by the Prime Minister. The Steering Committee is an inter-sectoral coordinating body responsible for assisting the Government and the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks related to promoting the development of the semiconductor industry in Vietnam.

stablish a Specialized Expert Advisory Group on the Semiconductor Industry (Expert Group). The Expert Group is an independent, professional advisory body with a strategic vision, aimed at providing expert knowledge and in-depth analysis to advise the Steering Committee and the Prime Minister on directing and orienting the development of the semiconductor industry in Vietnam.

The Expert Group is headed by the Minister of Information and Communications. The members of the Expert Group include representatives from associations, enterprises, research and training institutions, and leading experts in the semiconductor field.

c) Supplement the item of expenditure for research and development, manufacturing, and production of new-generation Vietnamese semiconductor products and consumer and specialized electronic devices from the National Science and Technology Development Fund and the National Technology Innovation Fund.

d) Promote international cooperation to mobilize resources for the development of Vietnam's semiconductor and electronics industry; enhance the role of Vietnamese representative agencies abroad in promoting international cooperation in the semiconductor and electronics industry.

dd) Develop regulations for the exploitation, treatment, and reuse, and disposal of hazardous waste in the process of resource exploitation, semiconductor and electronic production; enhance environmental treatment capacity, ensure the exploitation of resource advantages while ensuring environmental safety; prioritize the promotion of green production projects in the semiconductor field, saving energy, resources, and protecting the environment.

VI. IMPLEMENTATION

1. Ministry of Information and Communications

a) Preside over, coordinate, guide, urge, and inspect agencies, organizations, and enterprises in organizing the implementation of the contents of this Strategy; annually build a report on the implementation and propose new tasks suitable to the actual situation for the contents of the Strategy.

b) Based on the actual situation after each period of 2024 - 2030, 2030 - 2040, 2040 - 2050, the Ministry of Information and Communications shall take the initiative to review, evaluate, advise, and submit to the Prime Minister for consideration of adjustments to the tasks in the Strategy to suit the actual situation.  After the completion of the Strategy, the Ministry of Information and Communications shall conduct a summary and evaluation of the results of implementing the tasks of the Strategy.

2. Ministry of Planning and Investment

a) The Ministry of Planning and Investment shall preside over and coordinate with ministries, sectors, and localities to prioritize the planning of investment capital from the state budget to implement the tasks of the Strategy.

3. Ministries and sectors shall be responsible for presiding over and coordinating with ministries, sectors, localities, and relevant organizations and enterprises to implement the functions, tasks, and duties assigned in the Appendix of the Strategy.

4. People's Committees of provinces and centrally affiliated cities

a) Improve the policy environment within the assigned authority to enhance investment attraction in the semiconductor field.

b) Submit to the People's Council for the allocation of local budget to implement the tasks of the Strategy in accordance with the law on public investment and the law on the state budget.

5. Associations in the field of information technology, electronics and telecommunications

Connect member enterprises in Vietnam's semiconductor and electronics industry, promote information sharing, help members build relationships and seek business opportunities, connect with international associations, provide support services for members, organize training activities, participate in the development of standards and technical regulations, and participate in policy development for Vietnam's semiconductor and electronics industry.

6. Encourage state-owned groups and enterprises, Vietnam's leading enterprises to prioritize the use of domestic semiconductor and electronic products, invest in shared design, assembly, and testing systems to serve research and development of sample products, and participate in relevant contents of this Strategy.

Article 2. This Decision comes into force from the date of signing.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the Presidents of People’s Committees of provinces and central-affiliated cities, associations, unions, corporations, state-owned enterprises, private enterprises, relevant organizations and individuals shall implement this Decision.

Development of the electronics industry
