CIRCULAR

REGULATING THE POINTS OF TIME TO INTEGRATE THE GROUND DIGITAL TELEVISION RECORDING FUNCTION APPLICABLE TO TELEVISIONS PRODUCED AND IMPORTED FOR USE IN VIETNAM

Pursuant to the Law on Radio Frequencies, of November 23, 2009;

Pursuant to the Law on Communications, of November 23, 2009;

Pursuant to the Government’s Decree No. 187/2007/ND-CP, of December 25, 2007, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications and the Decree No. 50/2011/ND-CP, of June 24, 2011 amending the Decree No. 187/2007/ND-CP;

In furtherance of the Decision No. 1671/QD-TTg, of November 08, 2012 amending and supplementing the Decision No. 2451/QD-TTg, of December 27, 2011 of the Prime Minister, on approving the Scheme on digitalization for transmission, emission and broadcast, ground television till 2020;

At the proposal of Director of Science and Technology Department and Director of the Authority of Radio Frequency Management, the Minister of Information and Communications promulgates the Circular regulating the points of time to integrate the ground digital television recording function applicable to televisions produced and imported for use in Vietnam.

Article 1. Scope of regulation and subjects of application

2. This Circular is applicable to enterprises that produce, import televisions for use in Vietnam and relevant organizations and individuals.

Article 2. The points of time to integrate the ground digital television recording function

1. All types of television using technology of LCD, PDP, LED, OLED screens and screen technologies in next time that are produced and imported for use in Vietnam must integrate the collecting ground digital television recording function of the standard DVB-T2, standard of image and sound signal codification MPEG-4 in conformity with the National Technical Regulations QCVN 63:2012/BTTTT according to the specific points of time as follows:

a) Apply to all televisions with the screen size of above 32 inch from April 01, 2014;

b) Apply to all televisions with the screen size of under 32 inch from April 01, 2015;

2. It is not required to compulsorily  integrate the ground digital television recording function collection in respect to televisions that use CRT screen technology produced and imported for use in Vietnam.

Article 3. Implementation Organization

1. This Circular takes effect on April 01, 2013.

2. Chief Officers, Director of Science and Technology Department, Director of Authority of Radio Frequency Management, heads of ministerial agencies and units, Directors of Information and Communications Department of provinces and centrally-run cities, General Directors, Directors of enterprises producing and importing televisions for use in Vietnam and relevant organizations and individuals shall implement this Circular.
