According to the Circular, expenditures in selecting PPP investors include:
- Expenditures on preparation and appraisal of documents for pre-qualification invitation;
- Expenditures on assessment of applications for pre-qualification;
- Expenditures on assessment of results of the pre-qualification;
- Expenditures on preparation and appraisal of documents for invitations to negotiate and bidding documents;
- Expenditures on assessment of applications for negotiations and bid envelops;
- Expenditures on assessment of results of the selection of investors;
- Expenditures on settlement of complaints on the result of investor selection from investors.
The budget for specific expenditures in selecting investors mentioned above (excluding the expenditures on settlement of complaints on the result of investor selection from investors)
shall be part of the capital plan for the preparation of PPP projects from the public investment capital of competent agencies and included in the total investment in the PPP project.
Circular No. 08/2022/TT-BTC comes into force as of March 25, 2022.
