Applications for educational activities regarding preschools in Vietnam
According to the Decree, an application includes:
(1) Written request for permission for the preschool to engage in educational activities;
(2) Copies of legal documents proving land use rights, house ownership, or the lease contract for the preschool location with a term of at least 5 years;
(3) In the case of a private preschool, there must be legal documents confirming the investments under the management of the school, ensuring legality and conformity with the expected scale at the time of registering educational activities;
(4) Operational and organizational regulations of the school, including legal position, tasks, and entitlements of the school; organization and management of the school; organization of activities of nurturing, caring, and educating children; tasks and entitlements of managers, teachers, staff, employees, and children; finance and assets of the school; other issues relevant to the organization and operation of the school.
The procedure for permitting preschools to engage in educational activities in Vietnam is as follows:
(1) Step 1: Application submission
The preschool shall submit 1 application prescribed in Clause 2 of this Article through the online public service portal, by post, or in-person to a Division of Education and Training;
(2) Step 2: Application processing
Within 5 working days from the receipt of the adequate application, the Division of Education and Training shall issue a written notice on contents requiring revisions and additions to the preschool if the application is invalid or a written notice on the plan for practical assessment at the preschool if the application is valid;
Within 15 days from the receipt of the valid application, the Department of Education and Training shall take charge and cooperate with relevant specialized divisions in organizing the practical assessment of conditions for permitting the preschool to engage in educational activities as per regulation; prepare an assessment report to assess compliance with Article 5 of this Decree;
(3) Step 3: Result return
Within 5 working days from the date of the assessment report, where the conditions are adequate, the Head of the Division of Education and Training shall decide to permit the preschool to engage in education activities; where the conditions are inadequate, the Head of the Division of Education and Training shall issue a written notice with enclosed explanations to the preschool.
The decision to permit the preschool to engage in educational activities shall be publicly announced on mass media.
