List of used consumer products, medical equipment and vehicles banned from import
According to the Circular, Appendix I - List of used consumer products, medical equipment and vehicles banned from import prescribed in Article 3 of Circular No. 12/2018/TT-BCT is replaced with Appendix I enclosed with Circular No. 08/2023/TT-BCT .
This list is made on the basis of the list of Vietnam’s Nomenclature of imports and exports.
The principles of use of this list:
- In case only products with 2-digit codes are listed, all of the products with 8-digit codes of the same Chapter shall be banned from import.
- In case only products with 4-digit codes are listed, all of the products with 8-digit codes of the same 4-digit heading shall be banned from import as well.
- In case only products with 6-digit codes are listed, all of the products with 8-digit codes of the same 6-digit sub-heading shall be banned from import as well.
- In case products with 8-digit codes are listed, all of them shall be banned from import.
- If a consumer product is banned from import, its used spare parts (if any) shall be banned from import as well.
There are also several changes in description, for example:
- HS Codes of 3918: Floor coverings of plastics, whether or not self-adhesive, in rolls or in the form of tiles; wall or ceiling coverings of plastics, as defined in Note 9 to this Chapter.
(It was floor coverings and ceiling titles of plastics in Appendix I of Circular No. 12/2018/TT-BCT )
- HS Codes of 4420: Wood marquetry and inlaid wood; caskets and cases for jewellery or cutlery, and similar articles, of wood; statuettes and other ornaments, of wood; wooden articles of furniture not falling in Chapter 94.
(The phrase “wooden articles not falling in Chapter 94” is replaced with the phrase ”wooden articles of furniture not falling in Chapter 94”)
Circular No. 08/2023/TT-BCT of the Ministry of Industry and Trade comes into force from May 16, 2023.
