According to this document, grades of construction works will be used as a basis for management of construction investments, specifically as follows:
- Delegating authority over the inspection of feasibility study reports, project commissioning tests during the construction process and upon completion of construction works.
- Rating the capacity for performing construction activities of individuals and organizations, based on which competency and practicing certificates in construction may be granted;
- Identifying construction works exempted from obtaining construction permits;
- Managing construction investment costs;
- Identifying construction works that need maintenance processes to be formulated;
- Identifying construction works subject to the requirement of formulation of particular technical instructions.
Circular No. 06/2021/TT-BXD is entering into force as of August 15, 2021, replacing the Circular No. 03/2016/TT-BXD dated March 10, 2016; Circular No. 07/2019/TT-BXD dated November 7, 2019.
