According to the Decree, regulations on fines for the following violations arising from training in professional knowledge about management and operation of apartment buildings will be made defunct, including:
- Providing training courses at venues different from the prescribed ones;
- Using trainers failing to meet eligibility requirements prescribed in laws.
If such violations occur before April 1, 2020 and decisions on imposition of administrative penalties for these violations have been issued by competent authorities, but have not yet been implemented, ongoing enforcement of these penalties must be continued.
If these violations have already been recorded in administrative penalty notices or are discovered after April 1, 2020, none of administrative penalties will be imposed.
Decree No. 21/2020/ND-CP is entering into force on April 1, 2020.
