1. Not later than January 1, 2020, social security agencies must issue electronic health insurance cards to health insurance policyholders (According to point g of clause 5 of Article 5 of Article 42 in the Government's Decree No. 146/2018/ND-CP).
2. By 2020, social security agencies must complete formulation and operation of the national database of electronic social security information (According to clause 2 of Article 9 in the 2014 Law on Social Security).
3. From 2020, male employees aged 55 years and female employees aged 50 years may be entitled to retirement pensions if they are incapacitated at the 61% or higher rate (According to point a of clause 1 of Article 55 in the 2014 Law on Social Security).
At present, male employees aged 54 years and female employees aged 49 years meet age requirements for receipt of retirement pensions due to 61% or higher percent of incapacitation.
4. Male employees retired in 2020 must accumulate 18 years' payment of contributions to the social security fund may be entitled to 45% of the average amount of pay used as basis for social security contribution; the current regulation prescribes that they only need to accumulated 18 years of payment of social security contributions (According to point a of clause 2 of Article 56 in the 2014 Law on Social Security).
5. If an employee participates in the social insurance program from January 1, 2020 to December 31, 2024, his/her retirement pension or insurance benefit paid on a one-off basis will be calculated by the average of amounts of pay used as basis for calculation of social insurance contribution which are paid in months within 20 years preceding the retirement date (According to clause 1 of Article 62 in the 2014 Law on Social Security).
6. By 2020, social insurance books will be replaced by social insurance cards (According to clause 2 of Article 96 in the 2014 Law on Social Security).
