The Decree prescribes that enterprises and business households must assume the following responsibilities:
- Do not provide karaoke services from 12:00 AM to 08:00 AM;
- Do not provide dance hall services from 02:00 AM to 08:00 AM.
This means that, in comparison with current regulations, the new regulation has no exception to regulation on permission granted to dance halls and karaoke rooms of tourist accommodation establishments rated at least 4 stars or deluxe to operate after 12:00 (midnight) but not later than 2:00 Am.
In addition, karaoke and dance hall service businesses are bound not to install door locks or alarms inside (except fire safety equipment).
In particular, persons aged under 18 years are not allowed to access dance hall services.
The Decree No. 54/2019/ND-CP is set to enter into force on September 1, 2019.
03 months from the entry into force of this Decree, enterprises or business households already obtaining licenses prior to September 1, 2019 but failing to comply with new business requirements will have to terminate their business.
