The Decree prescribes that, from July 1, 2019, the base pay rate shall be 1,490,000 dong/month compared to the one specified in existing regulations.
The new base pay rate will serve as a basis for:
- Calculating wages and salaries on the payroll, allowances and other forms of compensation under laws for beneficiaries prescribed in Article 2 in the Government’s Decree No. 38/2019/ND-CP;
- Calculating activity fees and stipends as per laws;
- Calculating retained amounts and other benefits associated with base pay rates.
The Government is going to petition the National Assembly to adjust base pay rates to the spending capability of the state budget, the consumer price index and the economic growth rate.
The Decree No. 38/2019/ND-CP will enter into force from July 1, 2019 and replace the Decree No. 72/2018/ND-CP dated May 15, 2018.
