Pursuant to the Circular, in order to be eligible to work onboard Vietnamese vessels, foreign seafarers must meet the following requirements:
- Satisfy requirements and standards specified in Article 9 in the Decree No. 11/2016/ND-CP dated February 3, 2016.
- Have capability of using Vietnamese at the level 2 or above (equivalent to the level A2 defined in the Common European Framework of Reference for Languages (CEFR)) according to the Vietnamese Language Proficiency Framework regulated in the Circular No. 17/2015/TT-BGDDT dated September 1, 2015.
In case of using a foreign language, they must be accompanied by interpreters or at least one crew member having good command of that language aboard.
- Satisfy requirements concerning seafarer’s eligibility standards and professional qualifications that are classified by designated titles, assigned duties and conform to provisions laid down in clause 3 of Article 5, Article 6, Article 7, Article 8 and Article 9 in this Circular.
The Circular No. 22/2018/TT-BNNPTNT is set to enter into force on January 1, 2019.
