Regulations on education coming into force from the beginning of October, 2018

Several regulations on education are coming into force from October 01 – 10, 2018. The following are the most noticeable ones:

1. Professional standards for high school teachers applicable from October 10, 2018

This is a noticeable content of the Circular No. 20/2018/TT-BGDDT stipulating professional standards for high school teachers.

According to this Circular, a high school teacher is required to meet the following five professional standards:

- Standard 1: Virtues of teacher;

- Standard 2: Professional development;

- Standard 3: Creation of educational environment;

- Standard 4: Development of school, family and social relationships;

- Standard 5: Proficiency in foreign languages or ethnic minority languages, application of information technology, application and use of technology devices in education.

The Circular No. 20/2018/TT-BGDDT comes into force from October 10, 2018 and supersedes the Circular No. 30/2009/TT-BGDDT dated October 22, 2009 and the Decision No. 14/2007/QD-BGDDT dated May 04, 2007.

2. Regulations on certification of achievement of educational quality standards for preschools  

This content is introduced in the Circular No. 19/2018/TT-BGDDT on promulgation of regulations on inspection of educational quality and national accreditation of preschools. According to this Circular:

- A preschool is certified to meet educational quality standards if:

+ It has been operating in preschool education for at least 05 years;

+ It meets standards of Level 1, or higher, according to external assessment results as prescribed in Section 1 Chapter II of the Regulation enclosed with this Circular (hereinafter referred to as “Regulation”).

- Certification levels: 

+ Level 1: A preschool meets Level-1 standards of the Regulation

+ Level 2: A preschool meets Level-2 standards of the Regulation

+ Level 3: A preschool meets Level-3 standards of the Regulation

+ Level 4: A preschool meets Level-4 standards of the Regulation

Preschools that meet educational quality standards at Level 1, Level 2 and Level 3 of the Circular No. 25/2014/TT-BGDDT are considered to meet educational quality standards at Level 1, Level 2 and Level 3 of this Regulation.

The Circular No. 19/2018/TT-BGDDT comes into force from October 10, 2018 and supersedes the Circular No. 25/2014/TT-BGDDT dated August 07, 2014 and the Circular No. 02/2014/TT-BGDDT dated February 08, 2014.

3. Standards of teachers of foreign language centers

The Ministry of Education and Training has promulgated the Circular No. 21/2018/TT-BGDDT on Regulation on organization and operation of foreign language and informatics centers.

According to this Circular, a teacher of a foreign language center is required to meet the following requirements:

- A Vietnamese teacher is qualified to teach foreign language if he/she achieves one of the following standards:

+ He/she has a degree of associate in foreign language teacher education or higher; or

+ He/she has a degree of associate in foreign language or higher and a certificate in teaching skills.

- If a teacher is a native speaker (for a specific foreign language), he/she must possess a degree of associate and appropriate certificate in teaching skills.- A foreign teacher is qualified to teach foreign language if he/she achieves one of the following standards:

+ He/she has a degree of associate in foreign language teacher education or higher; or

+ He/she has a degree of associate in foreign language or higher and a certificate in teaching skills; or

+ He/she has a degree of associate or higher, a certificate of proficiency in a foreign language at level 5, or higher, according to Vietnam’s language proficiency framework, or equivalent, and a certificate in teaching skills.

The Circular No. 21/2018/TT-BGDDT comes into force from October 10, 2018 and supersedes the Circular No. 03/2011/TT-BGDDT dated January 28, 2011.

4. No regulation on maximum levels of costs of compiling university course syllabi

The Ministry of Finance has promulgated the Circular No. 76/2018/TT-BTC on August 17, 2018 providing guidance on costs of designing training programs and compiling course syllabi of universities and vocational schools.

According to the Circular No. 76/2018/TT-BTC there is no regulation on maximum levels of costs of compiling course syllabi of universities and vocational schools (currently, regulations on maximum cost levels are applicable).

Based on funding sources of each unit, the head of unit shall consider making decisions on design of training programs and compilation of course syllabi (including new and modified training programs and course syllabi).

The Circular No. 76/2018/TT-BTC comes into force from October 03, 2018 and supersedes the Circular No. 123/2009/TT-BTC dated June 17, 2009.
