1. Universities not required to post lecturers’ information on websites
Circular No. 15/2018/TT-BGDĐT or operation, use of emails and websites by higher education institutions officially comes into force on September 11, 2018.
According to the Circular, a higher education institution shall regularly and accurately post information about operative and administrative issues on its website, including:
- Objectives, orientations; organizational structures, duties and entitlements of the institution and its affiliates; names and positions of managers, etc.
(A list of officers and lecturers of each faculty, subject and affiliate is no longer required)
- Transaction information;
- Regulations and administrative documents of the institution;
- Administrative procedures;
- The institution's policies, planning etc.
- Comment section, etc.
2. Constructor’s practising certificate to be revoked if used by others
This is a notable content of Decree No. 100/2018/NĐ-CP which comes into force from September 15, 2018 and amends certain conditions for investment in the fields under management of the Ministry of Construction
According to the Circular, a Constructor’s practising certificate for construction activities will be revoked in the following cases:
- The conditions specified in Clause 1 Article 45 of Decree No. 59/2015/NĐ-CP are no longer satisfied;
- The certificate is borrowed or leased by another person;
- A document in the application for the certificate is found fraudulent;
- The certificate is falsified;
- The issuer makes an error on the certificate;
- The certificate is issued ultra vires;
- The certificate is issued without fulfilment of conditions.
The issuer has the power to revoke the certificates it issued.
3. Revisions to 11 construction administrative procedures
These are mentioned in prescribed No. 1155/QĐ-BXD on revisions and abrogation of administrative procedures under management of the Ministry of Construction.
According to the Decision, there are 11 construction procedures are revised, including the following procedures carried out by central authorities:
- Conversion of Class I practising certificate of foreign constructors;
- Issuance/upgrade/revision of Class I practising certificate;
- Reissuance of Class I practising certificate;
Other procedures carried out by provincial authorities such as: Conversion of Class III and Class III practising certificate of foreign constructors; Reissuance of Class II and Class III practising certificate;
Decision No. 1155/QĐ-BXD comes into force from September 15, 2018.
4. Abrogation of legislative documents on national defense, finance and banking
Decision No. 31/2018/QĐ-TTg which comes into force from September 20, 2018, abrogates the following legislative documents:
- Decision No. 135/2000/QĐ-TTg dated September 28, 2000 approving the scheme for improvement and development of the people's credit fund system;
- Decision No. 92/2005/QĐ-TTg dated April 2005 on benefits for ethnic servicemen of QK7 and QK9 who participated in Vietnam War and were demobilized before January 10, 1982;
- Decision No. 230/2005/QĐ-TTg dated September 21, 2005 on equitization of Vietcombank;
- Decision No. 117/2008/QĐ-TTg dated August 27. 2008 on adjustment to health insurance premiums payable by beneficiaries of preferential policies;
- Decision No. 39/2009/QĐ-TTg dated March 09, 2009 on cooperation between forest rangers and militia in forest protection.
