New regulations coming into force from the end of February, 2018

The following regulations are coming into force from February 21 – 28, 2018:

1. Hygiene requirements for Boar semen production stations

The Circular No. 16/2017/TT-BNNPTNT on promulgation of National technical regulation on Hygiene requirements for Boar semen production stations is coming into force from February 24, 2018.

This Circular provides the following requirements for feeding, care and semen collection of breeding boars: 

- Breeding boars must satisfy breeding quality standards and have clear origin as proven by quarantine certificates granted by competent authorities (if breeding boars are imported from foreign countries).

- Breeding boars must be managed, cared, fed and have their semen collected in accordance with applicable regulations. Only semen of healthy boars is collected, sold or used.

- Breeding boars must be vaccinated according to an available vaccination schedule.

- Imported breeding boars must be fed and managed in an isolation area for at least 07 days before introducing them to the herd. Clinical examinations and additional vaccination against infectious diseases should be given during the isolation depending on local epidemic status.

- Isolation area must be cleaned and disinfected before and after an isolation of imported breeding boars.

- Boar management records must be prepared properly.

- Feed and drinking water for breeding boars must be managed as follows:

+ Feed for breeding boars must be provided with ensured quality and nutrients, clean and safe in accordance with applicable regulations;

+ Drinking water for breeding boars must satisfy quality criteria as defined in the QCVN 01-39:2011/BNNPTNT - National technical regulation on water hygiene criteria using in livestock husbandry;

+ Feed and water management records must be prepared.

2. Criteria for assessment of IT application at health facilities

Criteria for assessment of IT application at health facilities are promulgated together with the Circular No. 54/2017/TT-BYT on December 29, 2017 by the Ministry of Health (becoming into force from February 27, 2018).

There are 08 criteria groups:  Infrastructure, management software, HIS, RIS-PACS, LIS, non-functional criteria, information confidentiality and security, and EMR as prescribed in the Appendix I enclosed herewith.

Additionally, the Circular No. 54/2017/TT-BYT also provides principles for determining levels of IT application at health facilities as follows:

- Levels of IT application at health facilities are determined according to the summary of criteria for determining levels of IT application at health facilities stated in the Appendix II enclosed herewith.

-  Determining levels of IT application at health facilities must ensure objectiveness, accuracy and honesty.

- A health facility's IT application is classified in a certain level if it fulfills all criteria in that level (If it fails to meet only one criterion of that level, it shall be classified in a lower level).
