1. Eligibility requirements for Young Pioneer Leaders
These are specified in Circular No. 27/2017/TT-BGDĐT on standards, duties and entitlements and assignment of teachers as Young Pioneer Leaders in public educational institutions, which comes into force from December 24, 2017.
According to the Circular, a teacher shall satisfy the following standards to be assigned as a Young Pioneer Leader
- He/she satisfies teacher standards applicable to his/her rank;
- He/she was trained in Young Pioneer works during the teacher's training or has completed a course in Young Pioneer works;
- He/she is capable of cooperating with intramural and external organizations in organizing Young Pioneers and children activities.
Priority will be given to teachers who have skills in music, art, sports, presentation, event organization or communications.
A teacher may hold the position of Young Pioneer Leader for up to 05 years. The principal and school board will consider allowing those who are qualified and wish to keep holding such position.
2. Rules for selecting toxic herbal ingredients for medicinal use
According to Circular No. 42/2017/TT-BYT of the Ministry of Health, the selection of toxic herbal ingredients for medicinal use must ensure:
- Safety of users;
- Accessibility of drugs and herbal ingredients;
- Suitability for use and supply of herbal ingredients in Vietnam;
- Conformability with rules and regulations on classification of toxic herbal ingredients of regional countries and the world;
- Conformability with medical documents about use of herbal ingredients, experience of use of toxic herbal ingredients for medicinal use, world’s databases about toxic herbal ingredients, articles on academic journals and relevant documents.
Circular No. 42/2017/TT-BYT comes into force from December 28, 2017.
3. Rules for use of veterinary medicine in feeds
Circular 20/2017/TT-BNNPTNT provides guidelines for Decree No. 39/2017/NĐ-CP on management of feeds and comes into force from December 25, 2017.
According to the Circular, the use of veterinary medicines in feeds must ensure that:
- The medicines are administered in the feeds for the purpose of preventing or treating diseases in the livestock or poultry;
- The medicines are mentioned on Vietnam’s list of permissible veterinary medicines or permitted by a competent authority;
- The name, contents of antibiotics/chemicals, instruction for use and dosing interval are specified on the label, package or package insert and included in the production documents;
- The medicines are prescribed by a licensed veterinarian;
- The quality, safety and efficacy of the medicine administered in the feed are preserved throughout the shelf life of the feed.
- Veterinary medicines may only be administered in total mixed rations and concentrate feeds for grass-fed livestock that are permissible in Vietnam.
- Breeding facilities using feeds that contain veterinary medicines must comply with the manufacturer’s instructions and keep a log of their use.
4. Up to 20% of paddy land may be used for aquaculture
Circular No. 19/2017/TT-BNNPTNT provides additional rules for switching into perennial plants on paddy land or combination of paddy cultivation and aquaculture as follows:
Up to 20% of the paddy land may be used for aquaculture by lower the surface by up to 120 cm, provided the lowered area can be restored for paddy cultivation.
Circular No. 19/2017/TT-BNNPTNT comes into force from December 15, 2017.
