This Law provides that designated planning authorities are responsible for conducting a public poll in accordance with the following provisions:
- They will survey opinions of Ministries, Ministry-level bodies, People’s Committees at all local levels, other entities, organizations, communities or individuals involved in a planning scheme.
- Designated planning bodies or organizations will conduct a public poll on a national industry planning scheme.
- People's Committees of adjacent provinces are requested to give their opinions on the region planning and province planning scheme.
Opinions of relevant entities, organizations or individuals must be submitted in the form of written documents and posted on websites of planning authorities.
All of the submitted opinions must be examined and accepted if they are valid, and must be explained and presented to competent authorities before assessment and approval of each planning scheme.
The Law on Planning will enter into force on January 1, 2019; In particular, regulations on formulation and assessment of the national planning, the region planning and province planning are set to commence on March 1, 2018.
