1. Repayment of 100% of training costs if officials appointed to study achieving no certificates
This is the new content mentioned in the Decree No. 101/2017/ND-CP on provision of training and refresher courses for officials and public employees.
Specifically, officials and public employees appointed to join in training courses at the intermediate level or higher levels provided by funding from the state budget or budgets of their organizations but having no graduation certificates granted by training centers shall repay 100% of training costs.
Therefore, such repayment has doubled (compared to 50% of repayment stated in the previous provision of Point b Clause 2 Article 26 of the Circular No. 03/2011/TT-BNV).

2. Periods of time when seniority allowance not applied to professional servicemen
From October 28, 2017, the Circular No. 224/2017/TT-BQP providing guidelines for policies on seniority allowance granted to officers, professional servicemen, national defense workers and officials will come into force.
According to this Circular, the seniority allowance shall not apply to professional servicemen in any of the following periods of time:
- Time for temporary work suspension, temporary custody or detention serving investigation, prosecution or trial; duration of imprisonment penalty; or time for desertion from the army;
- Unpaid leave for one month or over due to personal reasons;
- Duration of sick leave, maternity leave exceeding the time limit prescribed by the law on social insurance.
Thus, this Circular has reduced some cases to which the seniority allowance is not applied compared to the previous provisions of the Circular No. 08/2015/TT-BQP dated March 02, 2015.
3. Addition to requirements for opening majors in non-public universities
This is the latest provision stated in the Circular No. 22/2017/TT-BGDDT (effective from October 23, 2017) on requirements and procedures for opening majors and suspension of admission and revocation of decisions on opening university majors.
According to this Circular, to open new majors, non-public universities shall have at least 40% of lecturers providing training in registered majors within the working age, apart from the fulfillment of general requirements.
Moreover, this Circular also amends requirements for the number and qualifications of lecturers.
4. Publishing of electricity selling prices applied to rooftop photovoltaic (PV) power projects
From October 26, 2017, the Circular No. 16/2017/TT-BCT on project development and model Power Purchase Agreements applied to solar power projects will come into force.
According to this Circular, the selling price of electricity at the delivery point (VAT exclusive) shall be VND 2,086/kWh.
The electricity price of the following year shall be adjusted according to the central exchange rate of VND over USD quoted by the State Bank of Vietnam on the last working day of the previous year.
The above-mentioned selling price shall only apply to any rooftop PV power plant having the commercial operation date before June 30, 2019 and shall apply for 20 years from the commercial operation date.
In addition, rooftop PV power projects that already apply the electricity selling prices specified herein shall not receive subsidies for electricity generated by the projects according to other regulations.
