1. 12 types of documents required in the application for construction license
On May 08, 2017, the Government promulgates the Decree No. 53/2017/ND-CP to provide for land-related legal documents required in the application for construction license.
From the application of the Law on Construction in 2003 to the application of the Law on Construction in 2014, this is the first Decree providing detailed guidance on which types of land-related documents are legal in the application for construction license.
This is a very meaningful decree because difficulties in conducting procedures for issuance of construction license which originate from land management affairs through periods may be minimized.
Types of land-related legal documents are described in Article 3 of the Decree No. 53/2017/ND-CP coming into force as from June 25, 2017.
2. Amendments to the List of diagnostic and therapeutic techniques
The Circular No. 21/2017/TT-BYT provides amendments to the List of diagnostic and therapeutic techniques enclosed with the Circular No. 43/2013/TT-BYT with diagnostic and therapeutic techniques in 25 medical specialties, consisting of:
- Intensive Care and Toxicology Department, General Medicine Department, Pediatrics and Tuberculosis Department;
- Dermatology, Psychiatry, Endocrinology, Traditional Medicine, General Surgery Department, Burn Department, Oncology, Ophthalmology, Otorhinolaryngology, Oral and Maxillofacial Department and Rehabilitation;
- X-ray, Nuclear Medicine, Diagnostic and Interventional Endoscopy, Hematology - Blood Transfusion, Biochemistry, Microbiology – Parasitology, Pathology and Cytology, Microsurgery, Endoscopic Surgery, Plastic and Cosmetic Surgery.

3. Guidance on implementation of Program 135 for Sustainable Poverty Reduction
The Circular No. 01/2017/TT-UBDT provides detailed guidance on the implementation of the Project 2: Program 135 affiliated to the National Target Program for Sustainable Poverty Reduction during 2016 – 2020 approved under Decision No. 1722/QD-TTg in 2016.
The approved Program 135 is comprised of 03 sub-projects. And this Circular provides guidance on the implementation of sub-projects 1 and 3. To be specific:
- Sub-project 1: Support for infrastructure investment works in extremely disadvantaged communes, border communes, communes in safety zones and extremely disadvantaged mountainous communes;
- Sub-project 3: Improvement of capacity for communities and grassroots-level officials working in extremely disadvantaged communes, border communes, communes in safety zones and extremely disadvantaged mountainous communes.
The Circular No. 01/2017/TT-UBDT comes into force as of June 25, 2017.
4. Two National Technical Regulations on inland waterway ships
On November 24, 2016, Ministry of Transport promulgates the Circular No. 36/2016/TT-BGTVT regarding two National technical regulations on inland waterway ships, consisting of:
- The National Technical Regulation No. QCVN 25:2015/BGTVT – Rules for Technical Supervision and Construction of Small Inland Waterway Ships;
- The National Technical Regulation on Rules for Classification and Construction of Inland Waterway Ships, registration code: Amended 1:2015 QCVN 72: 2013/BGTVT.
