Pursuant to this Decision, programs and projects capable of partially or fully recovering capital are entitled to the following mechanism:
- The Government shall fully on-lend foreign loans to programs and projects implemented by private health care facilities.
- ODA grant shall be fully provided to programs and projects implemented by public health care facilities. 20% of ODA loans and 50% of concessional loans shall be also on-lent to such types of programs and projects.
In addition to the foregoing contents, the Prime Minister also stipulates the mechanism for support and provision of ODA and concessional loans to programs and projects for investment in infrastructure, social welfare or other fields of health care branch.
The Decision No. 19/2017/QD-TTg comes into force as from July 20, 2017.
