Prominent regulations in force in late November 2016

1. More beneficiaries of title-based allowance under military judiciary and inspectorate

Decision No. 42/2016/QD-TTg in effect as of November 25, 2016, amends Section 1, Article 1 of the Decision No. 72/2007/QD-TTg on the special allowance for certain titles under military judiciary and inspectorate.

The following beneficiaries of the allowance are added:

- The 15% allowance for enforcers under the sentence enforcement unit of the General Staff

- The 10% allowance for investigators and enforcement secretaries under the sentence enforcement units of naval military zones and arms under the General Staff.

Criminal sentence enforcement assistants under military courts shall no longer be eligible for the 10% allowance upon the effect of the Circular No. 42.

2. Abrogation of the Circular No. 37 on formaldehyde content inspection

Circular No. 23/2016/TT-BCT in effect as of November 26, 2016, nullifies the Circular No. 37/2015/TT-BCT on the limits and inspection of content of formaldehyde and aromatic amines derived from azo colorants in textile products.

Such effort of the Ministry of Industry and Trade is to resolve the matters against which enterprises have reported for 7 years from the year of 2009 when the Circular No. 32/2009/TT-BCT was promulgated and followed by the Circular No. 37.

Enterprises regard such effort highly as it supports textile companies to overcome current difficulties in production and exportation.

3. Public disclosure of information on national target programs

On October 10, 2016, Prime Minister promulgated the Decision No. 41/2016/QD-TTg on the management, operation and execution of national target programs.

The following information on national target programs shall be publicized:

- Legislative documents on the management, operation and execution of national target programs;

- Investment decisions on national target programs from time to time;

- Norms for apportionment of budget for national target programs;

- Five-year and annual objectives and plans for program execution at various levels;

- Regulated reports on the result of national target programs and financial statements;

- People’s opinions and relevant processing result.

Decision No. 41/2016/QD-TTg takes effect as of November 25, 2016.

4. National technical regulation on maritime vessel

Ministry of Transport promulgated the Circular No. 11/2016/TT-BGTVT on national technical regulations on the classification and construction of sea-going steel ships, wooden ships and high-speed crafts and safety equipment of sea-going ships.

Enclosed to the Circular are 04 national technical regulations:

- QCVN 21:2015/BGTVT: Classification and construction of sea-going steel ships;

- QCVN 54:2015/BGTVT: Classification and construction of sea-going high speed crafts;

- QCVN 42:2015/BGTVT: Safety equipment of sea-going ships;

- QCVN 92:2015/BGTVT: Inspection and construction of sea-going wooden ships.

Circular No. 11/2016/TT-BGTVT comes into force as of November 28, 2016.
