- Their targets are conformable with documents about cooperation in research with foreign partners and can resolve at least one of the crucial issues (the targets must be strategic, long-term, focused, etc.)
- One of the following results must be achieved: creation of new technologies, improvement of product and service quality with high value added, development of major researching organizations and units that reach high levels compared to other countries in the region.
- Vietnamese entities that participate in research cooperation must be capable and satisfy prescribed requirements.
Foreign partners must have sufficient capacity and be committed to pursue the targets of research cooperation as agreed.
- There must be specific plans for cooperation with foreign partners.
This Circular comes into force from June 20, 2015.
